5 2014 Legislative Session ALTSD Capital Outlay Reauthorizations (SB163) 5 ProjectAmount South Valley Multipurpose Family Services Center CHANGE OF PURPOSE AND AGENCY (From DFA LGD to ALTSD) Atrisco Community Adult Day Care & Respite Facility – to purchase land and building and to plan, design, renovate construct, furnish and equip; time extended through 2016$1,041,692.65 Manuelito Chapter Senior Center – plan, design, construct CHANGE OF PURPOSE AND AGENCY (From ALTSD to IAD) Manuelito Chapter Multipurpose Building – to plan, design, construct Pueblo of Zuni Senior Center – code compliance improvements CHANGE OF PURPOSE Pueblo of Zuni Senior Center – to plan & design a new senior center $230,000 Blanco Senior Center – meals equipment CHANGE OF GRANTEE Lower Valley Senior Center – meals equipment$13,250 Fred Luna Senior Center – to make improvements for building code compliance, including purchase and installation of equipment EXPAND PURPOSE Fred Luna Senior Center – may include planning and design $300,000

6 2014 Legislative Session Issues and Trends 6 Bond appropriations will no longer fund capital requests of $5,000 or less.  ALTSD received a special appropriation for $175,000 in HB2. This will be used to provide funding to the AAA’s for “small dollar purchases” of less than $5,000.  ALTSD will continue to develop strategies to work with providers to assist local governments to provide essential equipment for operations. There is continued emphasis on community planning for local government capital needs -- Infrastructure Capital Improvement Plan  FY 2016-2020 ICIP DEADLINES:SPECIAL DISTRICTS - JUNE 16, 2014; NATIVE ENTITIES - JULY 14, 2014; COUNTIES AND MUNICIPALITIES - SEPTEMBER 2, 2014 http://www.state.nm.us/capitalprojects/ New emphasis on Asset Management (CO Forms 1,2,3)  ALTSD has plans to continue providing Training and Technical Assistance in this area. Planning and design phase of construction projects must be completed before construction funding will be allocated

7 ALTSD Capital Projects Bureau Grants Administration Manage the contracting process, process request for payments and draw requests to ensuring that all expenditures have proper justification and are in compliance with the legislative intent and in compliance with Executive Order 2013-006, Capital Outlay Reform. Track and report project status of capital funds to DFA & LFC. Work with providers to annually identify, prioritize, and submit requests for appropriations to the Executive and Legislative branches of government. Prepare annual Capital Outlay Request Application, conduct training, work with providers to identify, prioritize requests, rate and rank the applications, and make recommendations to management for annual capital asset appropriations. 7

8 8 2015 Capital Outlay Request Application 4/11/14Deadline for 2015 Capital Outlay Application and AAA. 6/16/14Project Review Teams conduct initial capital request reviews, rate and rank proposed projects, and submit recommendations to ALTSD for the fundable projects list. 6/20/14ALTSD will finalize recommendations and prepare the request to submit to DFA and present to Program Advisory Council. 6/30/14ALTSD submits final request to DFA for inclusion in the State Agency Infrastructure Capital Improvement Plan. Provided training and technical assistance throughout New Mexico at 8 different locations state-wide for the 2015 Capital Outlay Request Application plus a webinar. 10 Projects Ending 6/30/2014 10 Request for Payment Due: Last day to submit requests for payment for expenditures made in FY 2013 outstanding for goods and services received is: June 30, 2014 For projects with balances of <$1,000: grantees will be encouraged to expend those balances and to close-out the project timely.
