3 3 Project Objective Replace the Income Support Division (ISD), Integrated Services Delivery (ISD2) System which manages benefits for over 800,000 clients who receive Supplemental Nutrition Assistance (Food Stamps), Energy Assistance, Medicaid, and Cash Assistance. Meets the requirements of Health Care Reform Act of 2010 Partner with the following Federal Agencies:  Food and Nutrition Services (FNS)  Centers for Medicare and Medicaid (CMS)  Administration of Children and Families (ACF)

5 5 Certification Enhance ASPEN and YES-NM to implement ACA Open Enrollment mandated changes Add ability for ASPEN to communicate with the Federally Facilitated Marketplace (FFM), as per federal requirements for an FFM, until the State’s Health Insurance Exchange is implemented; also add the ability to perform a mass transition of State Coverage Insurance clients to either an applicable Medicaid category or a referral to the FFM Enhance ASPEN to mass enroll ACA applications pended during the October-December 2013 open enrollment period, and to apply PPACA Redetermination changes for the first quarter of 2014; also add the ability to perform a mass transition of Family Planning clients to either an applicable Medicaid category or a referral to the FFM
