5 DOI AD Pay Plan 2010 Issues: ◦ Hours limitations  Training  Instructing  Hazardous Fuels ◦ Cost Coding  AZA1 ◦ Hiring Authorities

6 FS ASC Incident Payment Center Casual Hire ◦ Use most current forms ◦ Ensure AD completes all required fields ◦ Hiring Official – review documents & sign ◦ Use unique batch number for each transmittal submitted

7 FS ASC Incident Payment Center I-BPAs & Contracts ◦ Ensure agreement is valid & equip is on it ◦ ORIGINAL CTRs/Shift Tickets are to be attached to ORIGINAL OF-286 (!Note: this is new for 2011!) ◦ Changes to OF-286 must be initialed & dated ◦ Rental cars – indicate dates of service & D# in “Remarks” ◦ Follow up responsibilities (Host Unit & PROC) ◦ National Ty 2 IA Crews – invoices & CTRs always go to ASC regardless of paying agency of fire ◦ RFDs under Cooperative Agreement – gov’t signature required on CTRs & Shift Tickets

9 BLM Incident Payments Casual Pay – in Boise – OF-288s go back to Hiring Unit National Operations Center (NOC) – in Denver

10 Comp for Injury - APMC Form FS (authorized by COMP) Limit to First Aid or “Camp Crud” Use when: 1) No further medical treatment is necessary 2) No lost time due to injury/illness 3) Initial treatment did not involve surgery or hospitalization A CA-1 (injury) or CA-2 (illness) is still completed

11 ASC & Serious Injuries During business hours (M-F MST) - call Option 2 for HRM Workers’ Compensation Group to request authorization for immediate medical care Outside business hours – COMP has authority to give verbal authorization to hospital for injuries (not illness-DOL needs to determine based on med doc)

12 CA-16 Authorization for Examination and/or Treatment Can be issued within 7 days of injury Will not be issued without approval

13 FLAME Act In FY11 FS requires signed “decision based on risk analysis” as basis for FLAME fund reimbursement Region 6 mandatory use - ‘Template for Documenting A Strategic Risk Decision’ (SRA) for Type 1 & Type 2 fires Word doc posted in WFDSS under “Decision” tab Relationship to Key Decision Logs (KDLs)

14 Regional Forester Engagement Type 1 or Type 2 fires are subject to Regional Forester Team prior to $5.0 mil. threshold Purpose is to participate in the SRA process Allows leadership to engage early on, monitor the effective accomplishment of strategic objectives established & certify agreement w/strategies
