2 1- Review the irrational use of medicines and technologies applying HS approach, based on its building blocks Governance: – Poor regulation role with regard to rational use of medicine and technology because there is no department – No guidelines for rational use of drugs – No clear line of accountability that govern the role of private sector – Partnership! Financing – High out of pocket expenditure on medicine Human resources – Low level of awareness on rational use of drugs Health Care Delivery – Problem with accessibility to drugs Information System – No reliable information for evidence based decision making Technology – No unite for medical devices

3 2- recommendation Managerial: Unite for rational use of drugs – Develop clear line of accountability that govern the role of private sector – Promote Partnership! – Improve the information system ( on most common diseases, dugs mostly needed, drugs cost, utilization…) Unite for medical devices Education: Increase the level of awareness on rational use of drugs among physicians, consumers, medical students, etc Develop guidelines for rational use of drugs Economic interventions: Propose a health insurance scheme to increase the coverage

4 3- Model suggested Objective: Promote the rational use of drugs Model design: Unite for the RUD in MOH that involves: Orders of physicians and pharmacists, Civil Society and media Educational programs and guidelines Encourage self regulation and peer pressure Develop information system and tracking mechanisms for utilization review to detect outliers Test the system in one pilot region
