3 16-21 April 2007JCOMMOPS as Portal for WMO No. 47, SOT-IV, Geneva3 Access WMO No. 47 is freely available on the WMO website to everybody, regardless of whether the reasons to access the data are legitimate or not. Many SOT members consider that ship’s metadata contained in WMO No. 47 should have restricted access because of the ship safety and security issue.

4 16-21 April 2007JCOMMOPS as Portal for WMO No. 47, SOT-IV, Geneva4 Usability WMO No. 47 exists as a text file containing: »> 5000 individual ship records; and »> 100 semi-colon delimited elements per ship. Complete file must be downloaded to a web browser: »Viewing is difficult because the metadata elements do not align vertically due to variable lengths or missing data; and »Metadata cannot be easily queried. Current solution requires each VOS Operator to download the metadata file each quarter and import into a spreadsheet or database table.

5 16-21 April 2007JCOMMOPS as Portal for WMO No. 47, SOT-IV, Geneva5 Usability (cont) Usability concerns were first raised at VOSClim-IV and SOT-III, London 2003. WMO ‘promised’ to develop a database-driven web interface to WMO No. 47. Still waiting!

6 16-21 April 2007JCOMMOPS as Portal for WMO No. 47, SOT-IV, Geneva6 Availability Operational users require up-to-date metadata: »VOS Operators – identifying potential VOS recruits; »RSMC – global VOS quality monitoring; and »JCOMMOPS – VOS QCRelay. Update for the quarter ending 30 October 2006 was not made available on the WMO website. Update for the quarter ending 31 December 2007 was uploaded to the WMO website on 14 March 2007.

7 16-21 April 2007JCOMMOPS as Portal for WMO No. 47, SOT-IV, Geneva7 Archiving Metadata are vital when analysing long-term climate trends to remove: »Instrument bias; and »Influences of instrument changes or observing methods. Past WMO No. 47 metadata must be retained and be easily retrieved by authorised users.

8 16-21 April 2007JCOMMOPS as Portal for WMO No. 47, SOT-IV, Geneva8 Hosting WMO has restated its commitment to WMO No.47 but did not dismiss the possibility to devolve responsibility. WMO No. 47 database at WMO will be redeveloped to accept metadata version 3 from 1 July 2007. JCOMMOPS, due to its requirement for current ships’ metadata and proposed hosting of the MASK v REAL database as part of the callsign masking solution, is a logical alternative to host WMO No. 47.

The WMO No. 47 to be available as a web-based database with a search/query facility. The compiled list of national WMO No. 47 submissions to be available within one month of the due date for submissions.
