NERC TADS Update Andrew Slone, Engineer, Reliability Performance Analysis WECC RPEWG Meeting May 14, 2013

RELIABILITY | ACCOUNTABILITY2 TADS Transition  Quarterly Reporting  Key Inventory Fields  Bulk Electric System Alignment  TADS Training/Webinars WECC Specific TADS Information  WECC TO Direct Upload  Importing TRD Data Into TADS WECC-FAC-501 Study Update Agenda

RELIABILITY | ACCOUNTABILITY3 TADS Transition Timeline DateTADS Outage DataKey Inventory Data March 01, 2013TADS 2012 Annual Data Reporting Submittal Deadline (200 kV+ Elements Only) June 30, 2013Element Identifier and Circuit Mileage Fields Only (200 kV+ Elements Only) September 30, 2013TADS 2013Q1 and 2013Q2 Data Submittal Deadline (200 kV+ Elements Only) November 15, 2013TADS 2013Q3 Data Submittal Deadline (200 kV+ Elements Only) February 15, 2014TADS 2013Q4 Data Submittal Deadline (200 kV+ Elements Only) Update All Key Inventory Fields (200 kV+ Elements Only) May 15, 2014TADS 2014Q1 Data Submittal Deadline (All TADS Elements) Element Identifier and Circuit Mileage Fields Only (Less than 200 kV Elements Only) August 15, 2014TADS 2014 Q2 Data Submittal Deadline (All TADS Elements) November 15, 2014TADS 2014 Q3 Data Submittal Deadline (All TADS Elements) February 15, 2015TADS 2014 Q4 Data Submittal Deadline (All TADS Elements) Update All Key Inventory Fields (All TADS Elements)

RELIABILITY | ACCOUNTABILITY4 TADS Changing from Annual to Quarterly Reporting Schedule Transmission Owners Should Submit TADS Outage Data 45 Days After Each Quarter Data Changes for Prior Quarters:  During entry period, can update prior quarter outages  Freeze Period o After entry period ends, prior quarter outages are “frozen” and cannot be edited o Current quarter outages, however, can be added/updated  Deep-Freeze o At end of Quarter 4 reporting, all outage and inventory data can no longer be edited TADS Quarterly Reporting

RELIABILITY | ACCOUNTABILITY5 TADS Changing from Summary Inventory to Individual Inventory Inventory Forms Closely Resemble TRD, but Some Differences  Entity Unique Element ID Added o In lieu of TO Operator name and Element ID (e.g. TOElement1) o Can be Alphanumeric, including underscore o {Regional Entity, NCR, Element ID} combination will be unique NERC-wide  Instead of “In-service Date”, “Change/Reconfiguration Date” o Should be modified when circuit miles change to calculate proper equivalent circuit miles  Instead of “Parent Code”, “Precursor Element” o Can input multiple Precursor Elements TADS Key Inventory Fields

RELIABILITY | ACCOUNTABILITY6 Common Corridor (WECC Only)  Common Corridor information can be bulk uploaded into webTADS  Follows TRD definitions  AC Multi-Circuit Structure Miles calculated from Common Corridor TADS Considers Element In-service Date as 1/1/2013 if Element In-service Date is ≤ 12/31/2012 BES Exception Field to handle new BES definition TADS Key Inventory Fields

RELIABILITY | ACCOUNTABILITY7 TADS to Align with New Bulk Electric System Definition in 2014 Includes the Following BES Elements:  AC Circuits  DC Circuits  Transmission Transformers (No GSUs)  AC/DC Back to Back Converters Two New Voltage Classes  BES kV  BES Less than 100 kV* o *The Bulk Electric System definition has a bright-line at 100 kV, but there is an option to include Less than 100 kV Elements by special inclusion TADS Bulk Electric System Alignment

RELIABILITY | ACCOUNTABILITY8 Elements > 200 kV, but excluded from BES?  2013: Continue to report in TADS  2014: Mark Element in inventory as “BES Excepted” and retire Element as of 1/1/2014. Element is no longer TADS-reportable. BES Exceptions Approved After 1/1/2014:  Mark Element in inventory as “BES Excepted” and retire Element as of BES Exception approval date.  Element is no longer TADS-reportable after BES Exception approval date. TADS Bulk Electric System Alignment

RELIABILITY | ACCOUNTABILITY9 3 Combined Software/Data TADS Training Classes Prior to June 30 Deadline  Will cover enough material for successful June 30 data submission Additional Training Dates TBA for July, August, and September  Will cover enough material for successful September 30 data submission TADS Training DateTraining Type June 12, PM-3 PM ET Combined Software/Data Training June 19, PM-3 PM ET Combined Software/Data Training June 26, PM-3 PM ET Combined Software/Data Training

RELIABILITY | ACCOUNTABILITY10 WECC Transmission Owner Direct Upload  WECC TOs will now upload to TADS directly instead of WECC DRE  WECC 2012 TRD inventory data already uploaded into webTADS  By June 30, WECC TOs should verify that all of their Element IDs are in webTADS and that circuit mileage for Elements is accurate as of January 1, 2013  By September 30, WECC TOs should upload their outage data into webTADS Possible to Have WECC-Specific Training, if Desired WECC Specific TADS Information

RELIABILITY | ACCOUNTABILITY11 Trend average outage rates for the 7 sectors with more outages on lines with the standard over time  Evaluate whether average outage rates have changed since 2008 Use outage rates per mile to see if the results are the same Study cause code impact on the 7 sectors:  Controllable cause codes o Failed AC Substation Equipment, Human Error, Failed AC Circuit Equipment, Failed Protection System Equipment o Contamination, Foreign Interference, Power System Condition o Vandalism (Terrorism, or Malicious Acts) o Environmental, Vegetation, Fire, Other  Uncontrollable cause codes o Lightning, Weather excluding lightning, Unknown Consider outage duration, start time and climate (e.g., terrain) Consider violation records (FAC and PRC-STD-005-1) IPC and BPA Pre-2008 Outage Analysis  Analyzing Pre-2008 and Post-2008 Outage Data to Determine Effectiveness of WECC-FAC-501 Standard WECC-FAC-501 Enhancements
