4 Theater Logistics Engagements Program Activities
Goal: To support African partners in their endeavors to build logistics capacity through long-term training and engagement activities. Tactical Level Skill ADAPT: Africa Deployment Assistance Partnership Team VEMAT: Vehicle and Equipment Maintenance Assistance Team ADAPT VEMAT Deployment CT/PKO Logistics Foundation at Home Station LOGMAT Here’s a picture of how the TLE activities support capacity building security cooperation activities. The capacity can enable peace-keeping, counter-terrorism, or other security capabilities. The desired end state is to enable the African partner to either support regional peacekeeping operations, such as AMISOM, or to conduct its own security, as in the case of counter-terrorism capability. At the tip of the spear are ADAPT and PILOT. - ADAPT: Teachers partners how to prepare equipment for deployment. - PILOT: Teaches partners how to conduct logistics operations while in a PKO or CT environment. The foundation of deploying resources and conducting a peacekeeping operation does not begin in the PKO or CT environment, but at home stations. - VEMAT: Assists partners in establishing vehicle maintenance and equipment accountability systems and procedures. LOGMAT: Teaches partners how to build or enhance existing logistics organizations to more effectively prepare for PKO and CT activity. All four activities are designed with the flexibility to tailor activities to the needs of a specific partner. Background – Officers and NCOs from seven African nations underwent a three-week course designed to provide fundamental mx and log mgt skills Intent – Strengthen existing international relationships Build new ones Advance Trans-Sahara nations’ Mxs and Log competencies Development/Implementation – Three active duty AF officers wrote (Jan-Apr ‘11) and subsequently taught course at Sheppard AFB, TX May ‘11

26 3/17/2011 Mauritania & Nigeria – Identity Intelligence Operation (FY12 TSCTP Title 22 PKO) Country / Region Supported: Mauritania & Nigeria, Trans Sahara Africa Type of Capacity Building (paragraph summary): Provide an Identity Intelligence Operation (IIO) DMS for document and media exploitation purposes and to train the host nation personnel how to use the equipment. Program Highlights: Equipment: The DMS is designed to manage personnel and technical security related information provided to or collected by security and counterterrorism organizations and elements at all levels of Defense. DMS has the ability to organize, store and quickly access large volumes of data, resulting in a quicker timeframe that decision makers can be provided information. The AFIX system is designated to manage finger-point and palm print identification system with fully-scalable search capability. Funding this training unit will provide Niger military with the capability to conduct national and regional CT operations. Program Highlights: Equipment: Vehicles, Ammunition and Medical Equipment Training: (USG) will provide - Human Rights & Gender Based Violence Training, Vehicle Operator and Maintenance Training, and First Aid Training Title 22 Amount Request: $7.5M cost estimate has been provided. Program Highlights: By upgrading the current HF radios to an open-standard encryption algorithm, future purchases will not be limited to a single vendor and the ability to have secure, interoperable communications can be realized. After assessing the communication gaps, a series of basic, intermediate and advanced training courses will be provided. Program Highlights: Equipment: Communication equipment (Harris Corp) Training: Comprised of 11 training engagements beginning in FY12. Examples of training include – HF equipment and operations, CT Co (ETIA) training, Logistics and Facility Maintenance training, IP/MISI training. Key to this proposal is developing the PNs ability to operate regionally. Program Highlights: Training: Comprised of 5 training engagements beginning in FY12. The MITP manages a suite of courses that develop specific intelligence skill sets, and readies partners to further develop and sustain their own organic intelligence capabilities and capacities.
