3Discussion of ATSEP Rating at the 1st meeting, Croatia When we consider the ATSEP Rating,what is the common work of ATSEP ?According to the ATSEP manual (Doc.7192), the principal duties of the ATSEP are:a) Performing maintenance on CNS/ATM system/equipment which include:1. Calibrating, flight and ground, radio navigation aids;2. Certification of CNS/ATM system/equipment;3. Modification of operational CNS/ATM equipment;4. Corrective maintenance;5. Preventive maintenance.b) Performing installation of CNS/ATM system/equipment.c) Management, monitoring and control of operational CNS/ATM system/equipment.d) Developing, reviewing and modifying CNS/ATM system/equipment and/ormaintenance procedures and standards.

9ATCO Requirement of Duty License and Rating, andCertification of Medical Requirementon the basis of ICAO Class - 3 Medical Assessment
10Medical requirement for ATCO ・The controllers cannot be engaged in their duties if there is no certificate of the doctor who is satisfying a medical requirement besides the rating.・The medical checkup besides a usual checkup is executed once two years.
11Necessity of Medical requirement for ATSEP ? we have to select either.・ Necessary （close to ATCO） The duty of ATSEP is concerned with the safety related task strongly. Inevitably, medical requirement is necessary.・ unnecessary （close to mechanic）The duty of ATSEP is not demanded until there. It is enough in a usual checkup.
12License Working Group faced a problem There are two opinions, necessary and unnecessary.License working group cannot decidewhether it is necessary or unnecessary.License working group request IFATSEA Executive Boardto give the decision of medical requirement.The EX board discussed the medical requirementat the board meeting on April, 2004.The EX board gave the decision to license working group.
13Decision from the EX Board The License Working Group is invited to,make a medical requirement for ATSEP. The license working group have to makethe medical requirementas class 4 medical assessment.

184.7 Air traffic safety electronics personnel license (technician/technologist/engineer)4.7.1 Requirements for the issue of the licenseBefore issuing the Air Traffic Safety Electronics Personnel(ATSEP) license, a Contracting State shall require the applicantto meet the requirements of and the requirements of at leastof the ratings set out in Unlicensed State employees mayoperate as ATSEP on condition that they meet the same requirements.AgeThe applicant shall be not less than 20 years of age.KnowledgeThe applicant shall have demonstrated a level of knowledge appropriateto the holder of an ATSEP license, in at least the following subjects:Air lawa) rules and regulations relevant to the ATSEP; CNS/ATM system
194.8 Air traffic safety electronics personnel ratings 4.8.1 Categories of ATSEP ratingsATSEP ratings shall comprise the following categories;a) communication;b) navigation;c) surveillance;d) data processing;Above categories are recognized as a common minimum safety relatedCNS/ATM technical domains. Each Contracting State is expected to useits own regulations to identify other additional safety-related AirNavigation technical domains.4.8.2 Requirement for ATSEP ratingKnowledgeThe applicant shall have demonstrated a level of knowledgeappropriate to the privileges granted, in at least the following subjectsas far as they affect the area of responsibility:
206.6 Class 4 Medical Assessment 6.6.1 Assessment issue and renewalAn applicant for Air Traffic Safety Electronics Personnel licenseshall undergo an initial medical examination for the issue ofa Class 4 Medical Assessment.Except where otherwise stated in this section, holders of Air TrafficSafety Electronics Personnel licenses shall have their Class 4Medical Assessments renewed at intervals not exceeding thosespecified inWhen the Licensing Authority is satisfied that the requirements ofthis section and the general provisions of 6.1 and 6.2 have been met,a Class 4 Medical Assessment shall be issued to the applicant.6.6.2 Physical and mental requirementsThe medical examination shall be based on the following requirements.
