2 Membership zRecall that the name is GSM Association, not MoU zLast Plenary (Helsinki, 20-23 April) welcomed 24 new members y16 in 900 MHz (6 in Asia, 5 in Africa, 4 in Europe, 1 in SA) y1 in 1800 MHz (Asia) y1 combined 900/1800 MHz (Middle East) y5 in 1900 MHz (3 in US, 2 in South America) y1 Satellite (Middle East) zA total of 347 members from 133 Countries in the GSM Family zIn addition, AT&T Wireless has been accepted in principle. Change of Articles needed for full membership (next Plenary)

4 Administrative Changes zRichard Midgett’s term as Chairman ended zMichael Stocks (MTN, South Africa) new Chairman zJim Healy (Cook Inlet, US) new deputy Chairman zRobert Conway appointed as new Director General zPhilippe Lucas (Cegetel, France) new SERG Chairman zShane O’Toole (BT Cellnet, UK) new acting TWG Chairman zJonas Twingler new acting 3G Coordinator

5 Roaming Issues zInter Standard Roaming is addressed in a special Task Force yIncludes other 2G and 3G standards yPreliminary conclusion is to make guidelines and interface descriptions available zTAP3 will be promoted as world standard z2G-3G roaming principles are being worked on

6 Voluntary Certification Scheme (VCS) zRequirement specifications available on www.industry.gsm.org zManufacturers have still not joined zMutual cooperation and commitments sought zMembers have been urged to include VCS in their commercial programmes

7 Health Risk Researches zGSM-A has agreed to co-fund 25% of EU’s “fifth framework program” on Radio related health risks yCancer related animal studies, Non-cancer studies and In Vitro Studies yWill span over a 5 year period.

8 3GPP relationship zMarket Representation Partner as of May 27 zFully Devoted to 3G zFocused on GSM based evolution z3G Work Plan established zAll Working Groups include 3G aspects zActive participation in and Liaisons to 3GPP TSGs zEncourage 3GPP to seek our guidance on Market issues zBut also, Advocate continued GSM development

9 Specific UMTS issues - 1 zOpen Iub, Iu and Iur interfaces very important yGSM-A considers secured vendor independency on these i/f as essential for UMTS, from start yDedicated Project Team working on Iub specs. Input to RAN. zGSM-A requests Charging Records to be defined yEssential for TAP3 UMTS adaptation ySimilar to GSM 12.05 and 12.15 yLS in Tdoc SP-99286 zServing Network control of mode and cell selection supported yReport on Charging Scenarios to be produced
