KEY CHALLENGES IN INDIA FOR ROOFTOP PV PROJECTS Nexus Energytech Pvt. Ltd. Arvind Karandikar 9011061710 arvind@nexusenergy.in

Types of Challenges 2 Development Permissions Avenues for Revenue Grid related Financing Identification of Partners Management Ownership Access for O&M Regular payment recovery Replacement costs Distributed installations Technology Small capacity inverters Certifications and standards for Indian conditions Service availability

Stakeholders in rooftop grid connect projects 3 The Project Regulatory Commission Utility. Grid Owner Power Purchaser Financing Institute Developer / Investor EPC Contractor Government Department / Agency CEI & other Approvals Department

Development challenges 4  Awareness of all stakeholders  Utility worry about losing well-paying customers  Uncertain policies and changing scenario  Process and documentation for project development in various models  Financial closure – project financing  Identification of roof owners  Identification of suppliers, EPC, O&M

Management challenges – 25 years?? 5  Grid availability and quality – LV level  Financial strength of utilities or private clients  Payment security mechanism  Changes to roofs, locations – own and neighbors  Service manpower and spares  Re-validation of different agreements  Changes in consumer loads in net metering  Emergency backup supply for buildings

Technology challenges 6  Grid tied inverters – certifications and standards  Roof fixing techniques and availability  Protection features  Regular calibration of various equipment  Timely replacement of components  Recycling methods and setups for material

Few Specifics – Net Metering 7  Regulations are yet in draft stage  Each SERC has to have own regulation for the state – requires time  Currently net metering attractive only for high tariff consumers – needs additional incentives  State-wise different connectivity specifications  Low voltage grid strengthening necessary at many places

Few Specifics – Gross metering 8  Utilities unwilling / unable to provide FIT due to possibility of further reducing costs of solar energy  Private customers (for third party sale) unwilling to have long term PPA  Charges of transmission, wheeling, distribution and CSS are high, making solar energy more expensive

Way forward … 9 Rooftop PV Regulations Gross / Net metering Solar Import Duties Subsidies Finance options Renewables Long term policies Incentives RPO enforcement

More actions … 10 Capacity Development Developers and Investors Bankers Contractors Resource Mapping Weather Stations Accurate data of commissioned projects Holistic Sectoral Development Developers / Investors / Manufacturers Consumers / National benefits Energy conservation / efficiency / renewables
