2 GROUNDWATER MANAGEMENT FOR LAGOS: A Major Challenge To All The resource is critical to existing water-supply in the state Plays key strategic role to achieving sustainable water supply Major issues and needs are both technical and managerial Evaluation of groundwater recharge, resource potential sustainability Aquifer susceptibility to degradation Assessment of aquifer pollution vulnerability & investigation of pollution risks Groundwater pollution control and mitigation measures ( especially improving design/operation of in-situ sanitation units ) Guidelines on appropriate water well construction/operation, effective wellhead protection, groundwater use; quality & quantity, perimeter of safety, recharge enhancement, etc Improved groundwater source/aquifer monitoring Professor E.O. 3 Technical Issues These include: i.Preparation of maps (water well yield potential & reliability, depth to main aquifer horizons, static groundwater levels, pollution vulnerability and natural quality hazards) ii.Assessment of the status of groundwater resource abstraction, levels of sustainability and magnitude of risks associated with excessive abstraction iii.Disseminating protocols: requiring rain-water harvesting from roof-top (rural areas) requiring rain-water harvesting from roof-top (rural areas) In paved areas (urban centres) with enhancement of aquifer recharge through soak away and avoiding unnecessary soil compaction at individual plot level. 4 GROUNDWATER MANAGEMENT Whose role will be The Following? LASG? i.Provide guidelines on groundwater use ii.Provide information on potential long-term operational and financial problems created by large-scale residential in-situ self-supply iii.Provide information on the potential public health hazards associated with the resource development iv.Proffer measures for reducing subsurface contaminant load from point & diffuse sources v.Register private water wells for effective & strategic groundwater monitoring and policy Professor E.O. 5 The Who is Lagos State Government Promoting coordinated groundwater management will involve: i.Development appropriate policies for groundwater use with full understanding of the dynamics of present and future use of the resource. ii.Strategic (hydrogeologic and socioeconomic) assessment of groundwater, its current utilisation to ensure future availability and greater integration with surface water-supply iii.Appraisal of groundwater recharge, storage potential and pollution risk: essential water security measure iv.Establishment of a technical support committee on Groundwater involving all stakeholders Professor E.O. 8 Concluding Remark  Addressing these challenges will require a number of parallel responses including promoting awareness of the potential and status of groundwater resources, improving the understanding of groundwater dynamics, promulgating appropriate state regulations and legislative framework, as well invest in adequate monitoring of groundwater resource  There is need for LASG to focus and prioritize government actions on ‘managed groundwater development’ through structured interaction with stakeholders Professor E.O.
