InfraCo Rationale Initiative Launched by PIDG in 2002 to Address the following: The high upfront costs and risks involved in early stage business development had deterred many infrastructure developers from projects in emerging markets. The reluctance of private sector developers to become involved has transferred the early stage development burden back to governments. Government efforts to attract private sector infrastructure developers into developing countries have been unsuccessful.
