Implementation of Performance Standard for Protective Coatings in ballast spaces/void spaces in IACS Common Structural Rules Andy Alderson – Head of RINA UK Chairman IACS EG/Coatings Good Afternoon Gentlemen, A brief introduction for those who do not know me, I am currently head of RINA UK, but previously have been technical advisor for OCIMF and prior to that a Site Manager for Shell building LNG Carriers in Hyundai. I will give a brief update on the position of IACS with regards to the implementation of the IMO Performance standard within the common structural rules.

2 Introduction IACS Common Structural Rules require compliance with the Performance Standard for Protective Coatings of ballast tanks voids on double hulled bulk carriers contracted for construction on or after its date of adoption by IMO. (expected at MSC82, Dec 06). In order to verify compliance with this standard the IACS members will undertake the verification requirements of section 7 of the standard and Review of the coating technical file as required in section 3.4.1 IACS common structural rules came into force in April, outlined in the rules was a coating standard and the requirement for it to be applied. Due to the parallel work of IMO in developing a performance standard IACS and in order to avoid pre determining the outcome of IMO, the standard was not enf This is expected to happen at MSC 82 in December. IACS members in order to ensure that the standard has been implemented will undertake the verification requirements in section 7 of the standard They will also review the coating technical file

3 Verification Requirements
Verification in PSPC 7.1 check that the technical data sheet and statement of compliance or type approval certificate comply with the standard. 7.2 check the identification on representative containers is consistent with the coating identified in the technical data sheet and statement of compliance or type approval certificate 7.3 check that the inspector is qualified in accordance with the qualification standard 7.4 check the inspectors reports of surface preparation and the coating’s application indicate compliance with the manufacturers technical data sheet and statement of compliance or certificate. 7.5 monitor implementation of the coating inspection requirements Just to quickly run through these verification requirements.

4 Verification by Class 7.1 – Type Approval or Statement of Compliance issued in accordance with Annex 1 Equivalent standards 5 Years experience ‘Good’ 7.2 – Verification of coating supplied. Simple verification process Type Approval of Coatings There are three possibilities for this Testing and type approval in accordance with annex 1 of the standard Equivalent standards, national or international 5 Years experience of the coating resulting in it remaining in ‘Good’ condition

5 Verification by Class 7.3 – Verification of inspectors qualifications
NACE Level II or FROSIO Level Red Other qualifications as Audited by Class. 7.4 – Verification of Inspection reports Simple verification of shipyard inspector’s inspection reports

6 Verification by Class 7.5 – Monitor implementation of the coating inspection requirements. This will be achieved through auditing of the shipyard inspection procedures.
