Why Standards? DoD IT Standards Registry (DISR)
Information Technology Standards DoD IT Standards Policy –Executive Agency DoD IT Standards Registry (DISR) –Definition –DISRonline Tool –Governance Process –Configuration Management DoD IT Standards Policy & Enforcement –JCIDS
Information Technology Standards Authority Clinger-Cohen Act –Requires Performance Based Management Principles for Acquiring Information Technology (IT), Including National Security Systems (NSS) DoD Directive (DoDD) –DoD Executive Agent for Information Technology Standards Develop, Prescribe, and Implement IT and NSS Standards Throughout the DoD.
DoD IT Standards Directives/Instructions DoD Directive (DoDD) –Provides Management Principles and Mandatory Policies and Procedures for Managing All Acquisition Programs. Chairman of the Joint Chiefs of Staff Manual (CJCSM) C –Guidelines and Procedures for Operation of the Joint Capabilities Integration and Development System (JCIDS) Regarding the Development and Staffing of JCIDS Documents (DISRonline TV-1 and TV-2). DoD Instruction (DoDI) –Implements a Capability-Focused Approach to IT and NSS Interoperability and Supportability Throughout DoD for Acquisitions and Procurements (Sites DISR, KIPs). Chairman of the Joint Chiefs of Staff Instruction (CJCSI) D –JCIDS requirement for DISRonline TV-1, TV-2 and KIPs.

Lifecycle of a Standard Emerging –Upgradeability Should be a Concern –May be Implemented but Not in Lieu of Mandated Standard –Expected to be Mandated within Three Years Mandated –Essential for Interoperability and Net-Centric Services in DoD –Minimum Set of Essential Standards for the Acquisition of All DoD Systems that Produce, Use, or Exchange Info, and, When Implemented, Facilitates the Flow of Info in Support of Warfighter –Sunset Tag Identifies an Event and Date to Retire a Standard Inactive / Retired –New Standards / Technology Now Available and Implemented –Require Waiver and Migration Plan –Remain in the Registry
IT Standards Governance Organizational Membership Technical Working Groups IC TWG
Subject Matter Experts from across the Department make up the membership Identify New Standards to Include in DISR Elevate Emerging Standards to Mandated Status Once the DISR Selection Criteria have been Met Update Existing Standards to Reflect Latest Release Retire Standards No Longer Essential to Interoperability Identify, Develop, and Maintain Standards Profiles that Facilitate a Net-Centric Environment Reconfirm a Standards Status Technical Working Groups (TWGs) Functions and Responsibilities
IT Standards Committee (ITSC) Functions and Responsibilities Recommends Standards and Profiles for ISOP Approval Manages the Review Process for Standards and Standards Profiles Refers Change Requests to TWGs with Subject Matter Experts (SMEs) Resolves Change Requests Raised from Technical WGs Forms TWGs to Address Technical or Non- Technical Issues
Tri-Chairs Promulgate Standards Recommended by ITSC Full ISOP Meets Only as Required to Resolve Substantive IT and NSS Standards Issues Prioritizes and Synchronizes IT Standards Direction in DoD Coordinates with MCEB and Defense Standardization Council Determines and Recommends Changes in Scope and Applicability of the DISR to the CIO EB Resolves Substantive Issues Raised by ISOP Members or ITSC Chair Substantive Objections to ISOP Decisions Can be Raised to DoD CIO by Executive Board Member or ISOP Tri-Chairs IT Standards Oversight Panel (ISOP) Functions and Responsibilities

Defense-Industry Challenge: Synchronization of DoDAF-UPDM Lifecycles 2. Industry Produces Develops Generic Modeling & Engineering Standards 3. Vendors Produce Product Versions Defense Domain Tools Just-In-Time 1.Governments Produce Baselines Develop, Evolve & Harmonize Defense Enterprise Architecture Frameworks For Acquisition Leverages Vendors Standards- Based Tools & Government Frameworks RFC
DISR Configuration Management Scheduled Review of Standards Standards are Periodically Reviewed –To Reconfirm Status in the Standards Lifecycle –Investigate Alternative Technologies and Follow- Ons Emerging Standards –Reviewed Annually –Expected to be Mandated within Three Years -- or Replace with New Technology Mandated Standards –Reconfirmd Every Three Years –Still Support Interoperability and Net-Centric Services? –Identify Replacement Standard?
Standards Waiver Policy TV-1s are Required to Include All Applicable Mandated Standards Emerging and Non-Cited Standards will Either: –Require a Waiver OR –For CPDs or Stage II ISPs A DISR Change Request Can Be Submitted to Mandate the Emerging or Non-Cited Standard (Note: If the Standard is Not Mandated by the Next Milestone Update, then a Waiver Will be Required at that Time.) Retired Standards Require a Waiver Only the Component Acquisition Executive, Component CIO, or Cognizant Official Can Grant a Waiver For the Use of Emerging, Retired and Non-Cited Standards All Waivers Shall be Submitted to ASD(NII)/DoD CIO for Concurrence –Mission Critical/Mission Essential & ACAT also go to USD(AT&L)
DISROnline SIPRNET/NIPRNET Tools NIPRnet –Configuration Management of the DISR Change Request Tool Collaboration Tool Profiling Import & Export Capability SIPRnet –Profiling System of Record Import Profiles Only (No Export Capability) Compare Up to Six Profiles Assign Classification Level (Unclass, FOUO, Confidential, Secret) JCPAT-E System Name Assigned to Each Profile Develop Profiles within Author-Defined Group Publish System Profiles for Assessments Published Profiles Shared by All Users Common: –Standards Registry, Search Function, Profiling and KIPs

FY09 Initiatives – IT STANDARDS Activity/Deliverable: IC/DoD Standards Harmonization –Delivered a copy of DISR to DNI for the IC on JWICS (now operational) ICSR –Implementation of a Governance for IC Standards –Implementation of a IC Standards integrated process for IC and DoD organizations –Evolve Policy, Process, and System Engineering guidance into support mechanisms –Integrate ICSR and DISR –IC Data Standards Coordination Activity is a Technical Working Group of ITSC Supporting the IM/IT Strategic Plan Goal 5: Return on Investment (OMB A-130, EA) Objective Develop DoD Architecture Framework V2.0 to support the Departments net- centric strategies and satisfy the information requirements of major decision processes.
FY09 Initiatives – IT STANDARDS Description: IC and DoD IT Standards registries will: –Prescribe the Minimal Set of IT and NSS Standards needed to achieve Interoperable IT and NSS Net- Centric capabilities and decision superiority in support of Net-centricity and the warfighters. –D evelopers and managers must find, reference, and incorporate large numbers of standards and specifications from multiple sources with complex applicability rules. –Currently, IC and DoD users have a Standards registry on separate networks they use to search and discover standards by which they design and develop their Programs. –To ensure interoperability, a integration of the ICSR and DISR must occur. –Harmonization (synchronize) standards and profiles will occur in FY09 Measures: Users using Profiles and Standards.
