Presentation on theme: "SUSTAINABILITY Agenda 21, ICLEI & Planners CONNECTING THE DOTS"— Presentation transcript:

IN THEIR OWN WORDS Good Evening. Honor to be here with members of the Institute for the Constitution. Thank David Whitney and Michael Peroutka People ask me.. What’s wrong with government? Hard to find someone smart enough to do job but dumb enough to run for office Seriously, there is a problem. Officials run for office; take oath and forget Being “constitional” requires DISCIPLINE & a vigilant and conscieous effort every hr of every day in office Failure to do so renders officials vunerable to seduction by politically correct groupthink ideas that have appeal on the surface; but DAMNING consequences to our longterm freedoms and wellbeing. Today… my goal is to look beyond the window dressing of Sustainability and expose the truth IN THEIR OWN WORDS so you can CONNECT THE DOTS of “sustainability”. Prepared by Commissioner Richard Rothschild IOTC + A21

2 IN THEIR OWN WORDS Review- Sustainability/Agenda21/ICLEI
Fallacies & climate change They are what they say they are Role of planning organizations Where they say they are going… How to beat them

3 De facto Rubric of “Sustainability”
"Of all tyrannies, a tyranny exercised for the good of its victims may be the most oppressive. It may be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end, for they do so with the approval of their own conscience." C.S. Lewis Once said that some of the greatest injustices are derived from good people doing bad things. READ SLIDE

4 What is Agenda 21 OXFORD DICTIONARY:
A set of proposals, made at the 1992 UN Conference on Environment and Development for the furtherance of world-wide, sustainable development.

5 Why so much debate? Sustainability with a Capital “S”
Agenda 21/ICLEI is a Socio-economic political movement From UN Dept of Social & Economic Affairs Advocates government control over land-use, labor, and capital (known as factors of production) under the guise of “Sustainability” Focus: 3-E’s Environment – Economy - Social Equity WHY SO MUCH DEBATE? TALK PAST EACH OTHER Average citizen thinks of sustainability with a lower-case “s” But for government and planners… it is Sustainability with a Capital “S” DISCUSS SLIDE ICLEI= International Council for Local Environmental Initiatives- Promulgates Agenda 21 doctrine in local governments

6 The “logo” of UN Agenda 21 …Three E’s
According to Agenda 21, the objective of Sustainable Development is to integrate: Environmental policies Economy Equity (as in Social Equity) E E E E E E E E E E E E E E Talk to people all over the U.S. This is the mark of the Agenda 21 and the Sustainability… and it is EVERYWHERE. DISCUSSS SLIDE

7 Understanding the Bible of Sustainability- Agenda 21
Pay close attention to the choice of words and emphasis on “Government” in the Agenda 21 “Sustainability” document. In particular watch for the following: Gov’t into production and consumption Gov’t source for all solutions “Identity Politics” as a means of dividing; conquering; and building consensus against capitalism and private property rights. Transfer of wealth initiatives and pro-Marxist “bent”. Emphasis on “the people” rather than individuals

8 Agenda 21- Gov’t Centric Governments at the appropriate level, should: (b) Select combinations of land uses and production systems appropriate to land units through multiple goal optimization procedures, and strengthen delivery systems and local community participation;

9 Waste Disposal 21.4. Environmentally sound waste management must go beyond the mere safe disposal or recovery of wastes… by attempting to change unsustainable patterns of production and consumption. QUESTION- How will they do this?

10 Sustainability Agenda21 SECTION III STRENGTHENING ROLE OF MAJOR GROUPS (Identity Politics)
24.Global action for women towards sustainable and equitable development 25.Children and youth in sustainable development 26.Recognizing and strengthening the role of indigenous people and their communities 27.Strengthening the role of non-governmental organizations: partners for sustainable development 29.Strengthening the role of workers and their trade unions

11 Agenda 21… “Each country should, in consultation with its youth communities, establish a process to promote dialogue between the youth community and Government… “ Government determines appropriate levels of production and consumption Middle class= unsustainable

12 Appeal to the proletariat
29.4. For workers and their trade unions to play a full and informed role in support of sustainable development, Governments and employers should promote the rights of individual workers to freedom of association and the protection of the right to organize as laid down in ILO conventions… Same two questions. I’ll give you hint… his initials were KM.

13 Agenda 21 ICLEI Sustainability NationalAdoption Local Implementation
President’s Council on Sustainable Development ICLEI Agencies EPA/HUD/DoT America’s planning associations LEFT SIDE- Adopted by executive order and push downward through federal agencies RIGHT SIDE- Promulgated via ICELI to planners to local governments ICLEI= Internl Council for Local Environmental Initiatives…. Provide sustainability trng; info; programs to America’s Planners and Local Governments. Carroll County was first County in the United States to withdraw from ICLEI…. WHERE IS LEGISLATIVE BRANCH OF GOVT? Nowhere Coercion & Complicity Lawsuit “collusion”? Regulatory Tyranny State/Local Sustainability Planning

14 Below the “water-line” of the Sustainability Iceberg
Green Everything Effect: Marketable Window Dressing What you see Catastrophic Global Warming & Sea Level Rise Social Justice Demands Their Premises (excuses) Effect: Create Fear Effect: Collective trumps the Individual Their A21 “Sustainable” values Conceptual view of FOUR levels of the sustainability movement… START on TOP and work our way down Compare to an iceburg- Pretty iceburg or window dressing above the blue waterline Marketed to our citizens with Solar cells ; Windmills; & lollypops and euphimisms Below the waterline things aren’t so pretty: 1st level down- Premise: Catastrophic global warming: EFFECT CREATE FEAR & URGENCY 2nd level down: The values of SUSTAINABILITY-> Envir-Econ- Equity (3e’s) : EVERYWHERE Effect of 3E’s is a displacement of Consitutional concepts of Life-Liberty-Property with a new framework… Rights of the individual will need to take a backseat to the Collective in process of implementing Sustainable Development BOTTOM OF ICEBERG- Their antidote: Govt control of factors of production (LLC)…. EFFECT is to put a noose around capitalism and convert America to a Marxist-centric government. Environment; Economy Social Equity Government Control: Production & Consumption (Marxism) Effect: Arrest capitalism & freedom Their Antidote 14

Module Sustainability FALLACIES & CLIMATE CHANGE Fallacies and Climate Change…. Forgive me… I apologize for the redundancy

6 Climate change is catastrophic & anthropogenic and must be addressed through CO2 abatement schemes. REALITY: It is not catastrophic, and as a practical matter CO2 reductions WILL NOT WORK. You'll see NO CLAIMS of even 1/1000th a degree improvement. Washout time >100 yrs 7 Compact Development with public sewer is more sustainable (SB236). REALITY: Sewage overflows; exfiltration; and aquifer depletion more damaging 8 Subways and mass transit can replace cars. REALITY: They can’t. If they could, there'd be no cars in Manhattan. 9 Compact Urban Development is more affordable for gov't REALITY: Empirical evidence proves compact development requires higher tax rates. Urbanization strains police; fire, educational, and social services. 10 Affordable Housing for people of ALL INCOME levels will ensure healthier better balanced neighborhoods. REALITY: Government sponsored housing usually creates more problems then it solves… thereby damaging communities For sake of brevity… Only going to discuss a few of these today. 9-8-7

0 Sustainability is about protecting the environment. REALITY: It's a political movement to replace capitalism with government control of everything 1 Free market capitalism is the principle cause of planetary degradation and is not sustainable REALITY: It is government centric control of the economy that is not sustainable 2 Private Property is a source of social injustice, and too valuable to be subject to free markets. REALITY: The right to own and use private property is a fundamental source of wealth creation 3 Green Energy creates jobs. REALITY: Green energy is unreliable, uncompetitive and renders industry unable to compete in world markets 4 CO2 is a pollutant. REALITY: CO2 is the air that all plants and crops breath. More CO2= Better ag production 5 The Sustainability Movement isn’t trying to take away anyone's property rights or freedoms. REALITY: The Sustainability movement is relentlessly attacking property rights and freedoms

18 Greenhouse Gases? Caution- The slides you are about to see will be upsetting to sustainability / global warming aficionados...

19 An “Answer” for Everything
“Climateers” simply hypothesize, manipulate models, and conclude every weather and climate phenomenon is due to CO2 emissions. Hot or Cold; Wet or Dry; More storms, Fewer storms. More ice, Less ice; an occasional disaster – yesterday, tomorrow, if not now, someday; Sooner or Later. “See… It’s exactly what we predicted.” This is flat-earth pantheism, rooted in a notion of finite production and demotion of man to third-class status on planet earth. It’s ideological and religious – the only state-sanctioned, state-supported religion permitted today. I’ve invented a new word for the Global Warmers. Call them “CLIMATEERS” because of a unique characteristic: When presented with evidence there is no catastrophe… they seem genuinely disappointed… They seem to thrive on a need to believe in a crisis… so I call them “CLIMATEERS”… and they are determined to have an “ANSWER “ for EVERYTHING. READ SLIDE

20 Vernacular of the Globalists
Global Warming is now “Climate Change” Climate Change is now “Sustainability” Sea Level Rise is now “Storm Surge” CO2 is now…………….. “CO2e” Free Market Capitalism now “UNsustainable” Marxism (communism) is “Sustainable” Like a game of Wackamole. Knock down onw of their claims and it pops up again in a more nebulous and ambiguous form. READ Slide

21 SEA SURFACE TEMPS- Past 3000 years http://www. rangemagazine
Not here today to have a cogent debate on climate change… Just provide evidence that proves the DEBATE IS NOT OVER. DISCUSS SLIDE

22 # Record High (Red) / Low (blue) temperature records broken-all states Spike is 1930’s

23 You decide… is this a problem?
Carbon Dioxide is 0.039% of our atmosphere. Carbon dioxide is the “elixir of life” according to the Science & Public Policy Institute CO2 You decide… is this a problem? 0.039%

24 They say… “Why not play it safe?”
All plant life on earth needs CO2 to live. CO2 abatement proposals would cost $671, for every human on earth to reduce the temperature of the planet less than one degree over the next 50 years. If we are wrong, we will have destroyed our economy; destroyed our standard of living; and will have no resources remaining to deal with any nature-induced problem (if it exists). EPA says CO2 is a pollutant I say they’re wrong. READ SLIDE 25 cents shows how easy for govt to change something

25 No Consensus on Climate
Professor of Biogeography Philip Stott of the University of London: “…climate change is governed by hundreds of factors, or variables, and the very idea that we can manage climate change predictably by understanding and manipulating at the margins one politically-selected factor (CO2), is as misguided as it gets.”

26 Senate Minority Report: 650 Scientists Dissent Over Man-Made Global Warming Claims “It is a blatant lie put forth in the media that makes it seem there is only a fringe of scientists who don’t buy into anthropogenic global warming.” - U.S Government Atmospheric Scientist Stanley B. Goldenberg of the Hurricane Research Division of NOAA. “…Global warming has become a new religion.” - Nobel Prize Winner for Physics, Ivar Giaever. “So far, real measurements give no ground for concern about a catastrophic future warming.” - Scientist Dr. Jarl R. Ahlbeck, former Greenpeace member.

27 Will Maryland’s GHG Act “fix” anything?
25% reduction below 2006 levels by 2020 $16 BILLION+ (by 2020) If fully implemented, it claims it will reduce temperature by… NOT STATED! (surprised?) Maybe 1/10,000th of one degree… which means even if it works, we have no way of measuring it Why are we doing this? READ SLIDE Why do this? It makes no sense

28 Module- Bottom Line ONLY…
NO CONSENSUS! ONLY… Heavily politicized tortured science that remains disputed, and it is driving us toward national bankruptcy.

30 QUOTES FROM Capitalism vs Climate- by liberal Naomi Klein of “Nation” Magazine 11/28/2011
“So when [Heartlanders like Commissioner Rothschild] react to… climate change as if capitalism itself were coming under threat, it’s not because they are paranoid… It’s because they are paying attention” “It is a painful irony that… most leftists have yet to realize that climate science has handed them the most powerful argument against capitalism…” Call this slide the GIFT THAT KEEPS ON GIVING Attended a Heartland Climate Conference and suggested the Sustainability was a Trojan Horse  Attack on Capitalism. DISCUSS SLIDE

31 Sustainability in their own words…
Harvey Ruvin, recent Vice Chair of the ICLEI, “individual rights will have to take a back seat to the collective” in the process of implementing Sustainable Development.

32 Third Annual Conference of the World Association for Political Economy Langfang, China, May 23-25, 2008 “The current global crisis cannot be fully resolved within the historical framework of capitalism, and… “ “…global ecological sustainability will be possible only with fundamental social transformations and a new global economic system organised on the principles of social ownership of land and other major means of production…” “…global ecological sustainability cannot be accomplished without a massive mobilisation of the world’s working classes and all oppressed peoples. “ ”Only socialism and the global solidarity of all working peoples can free both humanity and the earth from the fatal threat of global capitalism.”

33 David Foreman- Earth First Founder; Sierra Club Director http://www
"We must make this an insecure and inhospitable place for capitalists and their projects ... We must reclaim the roads and plowed land, halt dam construction, tear down existing dams, free shackled rivers and return to wilderness tens of millions of acres of presently settled land.”

35 ICLEI -Charter 1.7 - Principles
The Association shall promote…Earth Charter Principles to guide local action: (6) Prevent harm as the best method of environmental protection and, when knowledge is limited, apply a precautionary approach. (7) Adopt patterns of production, consumption, and reproduction that safeguard Earth’s regenerative capacities, human rights, and community well-being. (9) Eradicate poverty as an ethical, social, and environmental imperative. (10) Ensure that economic activities and institutions at all levels promote human development in an equitable and sustainable manner. (11) Affirm gender equality and equity as prerequisites to sustainable development and ensure universal access to education, health care, and economic opportunity. (14) Integrate into formal education and life-long learning the knowledge, values, and skills needed for a sustainable way of life. Excerpts from ICLEI Principles

36 MODULE Bottom line: Sustainability is a direct attack on Free Market Capitalism Sustainability has morphed into a euphemism for Marxism Environmental groups: Funded by grants & set the agenda for regulators & legislatures.

38 FIRST--- ALREADY HERE Not subtle 3-E’s all over the US DISCUSS slide The “Three E’s” appear in Master Plans and Education throughout the U.S.

39 PlanMaryland- (where are private (DRAFT) property rights?)
“However, in the absence of a set of policies and strategies for containing development and prioritizing the highest and best use of all land in the State, there is no reason to believe that market forces alone will produce development that is smart, sustainable, and balances the competing demands made on limited resources.” (Apparently the State believes all land belongs to it… Highest and Best use according to whom?)

40 SB236 – Septic Bill Bans major subdivisions on septic
Local Officials in a Catch-22 Requires Tier Maps Draw Tier Map and take away rights Don’t draw Tiers and lose right anyway Either way, you lose

41 Baltimore County Master Plan 2020
“Sustainable development has been defined as that which “meets the needs of the present in a responsible manner without compromising the ability of current and future generations to meet their own needs” (United Nations General Assembly (1987) Report of the World Commission on Environment and Development: Our Common Future)”. “Most experts agree there are three intertwined elements to the sustainability concept: Community (Social Equity), Economy and Environment.”

42 Professor Carl J. Circo: University of Arkansas School of Law Publication: Does Sustainability Require a New Theory of Property Rights (2009)? “Does sustainability challenge the U.S. property regime? The answer is yes…” “The critical question is whether U.S. sustainability advocates can muster the theoretical support they need to achieve their social justice objectives.”

What is “SOCIAL JUSTICE” ? IOWA STATE UNIVERSITY e-Library A to Z Sustainability Research and Education Guide “…Based on the concept of human rights and equality and involves… economic egalitarianism through progressive taxation, income redistribution, or even property redistribution.”

44 Intrastate & Interstate REGIONALISM
Why oppose it ? Because… it takes accountability away from locally elected officials it places power (land use, taxation, regs) in hands of regional boards appointed by elected officials you don’t vote for and can’t replace. it breaks-down jurisdictional boundaries that give locals the power to STOP something at their jurisdictional border it enables the redistribution of wealth from one jurisdiction to another to promote “social equity”.

45 Why push Regionalism? Cities go blue; suburbs go red
POLITICAL MOTIVATION BLUE= Pittsburg; Harrisburg; Philadelphia If you use land restrictions imposed by Sustainability, you can STOP growth in red areas; and increase population in blue areas. If you put 100,000 Conservatives into Baltimore City… Still outnumbered Vote Blue PA

46 ` 3-E’s of “Sustainability”
If you’re going to use “Sustainability” to destroy economy. .. You need a new yardstick to make you LOOK successful. Replace the proven GDP with GPI- Genuine Progress Indicator NOTE THE THREE-E’s at top of each county (POINT TO AND DISCUSS EACH OF THE FOLLOWING THREE EXAMPLES) Car accidents Depletion of non-renewable resources Income Inequality

47 Foodsheds & “Sustainability”?
Buying local food within a foodshed can be seen as a means to combat the modern food system, and the effects it has on the environment. It has been described as “a banner under which people attempt to counteract trends of economic concentration, social disempowerment and environmental degradation… Agriculture production alone contributes to 14% of anthropogenic greenhouse gas emissions… [and]contributes to the global issue of climate change. Peters, C., Bills, N., Wilkins, J., & Fick, G. (2008). Foodshed analysis and its relevance to sustainability FOODSHEDs- Putting the Commune back into Communism The next step is to assess the current food production capabilities of the foodshed. How many pounds of avocados are produced? How many eggs? How many peaches? And so forth. Then the neighborhood is "tuned" for a balanced diet, adding in the missing elements. One household can grow annual crops like broccoli, beans or tomatoes. Another can plant some peach trees. Someone can raise fish in their pond. Each person makes a commitment to producing one element in the neighborhood diet. Those who are unable or unwilling to do the physical work can make their land available for others to grow on. Food is grown using permaculture and organic methods. ASK- Why COMBAT modern food system.

48 MODULE BOTTOM-LINE: They are “COMBATING” our systems
They oppose traditional American Farming Operations; ignore Economies of Scale; and Ignore the skill of experts who feed the world. Why? Because private land ownership and free market capitalism provide wealth and abundance for Americans that make us strong.

49 MODULE: America’s Planners
Professional Planning Groups Where to put schools vs factories? (A map) or Political Advocacy Groups? ( YOU DECIDE…)

50 Two types of people: The FIRST type convert DREAMS into reality. We call these people engineers, architect, builders, and small business owners… …The SECOND type of people try to convince us the NIGHTMARE SHOULD BE OUR DREAM. We call these people “URBAN PLANNERS” - Commissioner Richard Rothschild

51 Planners– Fully indoctrinated
What they know just isn’t so… They are being manipulated by a movement with anti-free market; anti-capitalist undercurrents Along with environmentalists they are the vehicle for overreaching GOVERNMENT control of our lives under the name of “SUSTAINABILITY”. ONLINE DEFINITION of INDOCTRINATION: “to teach somebody a belief, doctrine, or ideology thoroughly and systematically, especially with the goal of discouraging independent thought or the acceptance of other opinions.” REVIEW SLIDE

52 In their own words…
STATEMENT OF PRINCIPLES: “We believe planning should be a tool for allocating resources… and eliminating the great inequalities of wealth and power in our society… because the free market has proven incapable of doing this.”

53 American Planners: Professional Planners or Anti-Capitalist Political Advocacy?
Strategic Policy manual: Embraces ICLEI Programme(s) 1.1 “The built environment is a primary contributor to climate change” …Business as usual will not suffice” 1.3 Social Equity and Climate Change (& Environmental Justice) 2.4 #6: “Should reduce reliance on coal…” 2.4 #14: Reduce VMT (Vehicle Miles Traveled) 2.4 #15: Cap & Trade for carbon … needed. Land Use#15: Create city-funded housing repair programs Transportation #4: Increase CAFÉ standards

54 America’s Planning Associations- What they advocate EXCERPTS-
Halfway houses should be allowed in ALL Single Family Home communities Energy Policy Guide- Alternative energy has “matured.” Support subsidies that reduce individual consumption Homelessness Policy Guide- “Avg Sect-8 wait is 33 months;” Planners should defuse opposition to [govt] housing plans Socially destructive [suburban] development patterns, but advocate “rights of urban dwellers”. Child Care Policy Guide- Supports national legislation and funding to provide child care for all children

55 Professional Planners or Political Advocates? EXCERPTS-
“PROPERTY FAIRNESS”: “As expected, radical property rights organizations have seized on this measure… [Compensating property owners] for reduction in value… are extremely dangerous proposals.” They oppose… “takings” legislation [that would detract from power of governments] Angela J Vincent: APA Region 1 Director AND Mid-Atlantic /NE Director of ICLEI

56 Planners Sustainability
A Distinction With No Difference: ICLEI Property rights attacks: Yes Yes Attack on automobiles Yes Yes Food Supply mischief Yes Yes Social Justice emphasis Yes Yes Disdain for individual freedom Yes Yes Disregard for Constitution Yes Yes Gov’t manipulation of energy Yes Yes Exaggerated climate change Yes Yes Attacks on middle class Yes Yes False narrative on Suburbia Yes Yes

57 MODULE- BOTTOM-LINE America’s “Planning” Organizations are NOT what they claim to be… They have morphed into political advocacy groups that teach & promote un-American policies

58 (The gifts that keep giving)
Module HOW TO BEAT THEM (The gifts that keep giving) Sloowww…

59 CARTOON- Publication ? Date ? ANSWER: 1934 Chicago Tribune

60 What do you say when people ask… “Do you believe in Climate Change?”
Of course The Climate has been changing since the beginning of the earth, BUT… That’s not the question…

61 THE QUESTIONS ARE: Are climate fluctuations happening that exceed historical cyclical norms? If so: to what extent are changes detrimental or beneficial to humans? Are contributing factors primarily natural or anthropogenic? If natural, what are the causes? If anthropogenic, what is the cause. Assuming we know the cause, what abatement or adaptation techniques are most feasible and cost effective? If natural, what focused adaptation is cost effective? Why can’t we show a strong correlation between existing theories versus the climate? Why pursue an approach that will require 100 years or more to work? (wash-out time of CO2 exceeds 100 years) If they really believe this, why wasn’t one penny of the multi-trillion dollar stimulus allocated for sea walls?

63 Preemptive Legislation
Vehicle Miles Traveled- GPS preemption Private Well & Septic- Metering preemption Fourth Amendment- Inspection limits Property Rights= Stability of Zoning and NOT allowing erosion through environmental nooses.

64 Democrats also concerned
Rosa Koire (Actual Headline) DEMOCRATS  AGAINST  U. N.  AGENDA  21 ”Carroll County Maryland kicks ICLEI out!”

65 Winning Quips To local planning groups: Your policies are suspiciously identical to Agenda21 On “Sustainability”: It doesn’t matter what you think it means. All that matters is what government thinks it means.

66 Winning Quips Sure… I’m for Sustainability
Sustainable FREEDOM; and Sustainable ECONOMICS See: ALSO… RECOMMEND

67 Winning Quips It’s NOT a question of “IF” we should protect the environment. The correct question is “HOW” A valid scientific and economic Cost/Benefit Analysis is IMPERATIVE for ALL “sustainability” initiatives.

68 Winning Quips Don’t take my word for it… Here’s what they say about themselves (use their own words against them) Sustainability is the NEW MARXISM… Just Google “Sustainability Marxism” (see next slide)

69 In their own words…

70 Conclusions Sustainability is not about the environment. It is about control. The Sustainability agenda provides an excuse to attack free-market Capitalism and replace it with government control of the factors of production (land-labor-capital). Constitutional Freedom and Free-Market Capitalism is the BEST system for solving ALL of the challenges of nature and mankind… and this is what “Sustainability” is attacking!
