3 OVERVIEW Transformation framework
The Joint Staff Defence vision on M&S Italy feels the need to transform itself to better engage the complexity and the uncertainty of actual and future scenarios and the related security risks in the new Century. Following the NATO, Italy has started its tranformation process. UNCLASSIFIED

MoD Transformation VISION METHODOLOGY GOVERNANCE DEVELOPMENT PLAN MoD Directives Libro Blue Force Goals National C4ISTAR SMD-NEC-001 M&S MDAF Business Plan SMD-NEC-004 SMD-NEC-002 In campo nazionale, infatti, il cosidetto processo normalizzato di trasformazione Net-Centrica della Difesa Italiana è stato definito da un “framework” strategico che comprende: La “Vision” della trasformazione net- centrica La “Governance” per lo sviluppo dei Sistemi C4ISTAR della Difesa” per l’armonizzazione e valorizzazione dei requisiti operativi, degli standard tecnici, dei requisiti di interoperabilità e della sicurezza del comparto C4ISTAR (SMD-NEC- 003) La “Metodologia” per la definizione e lo sviluppo delle architetture dei sistemi C4ISTAR della Difesa” (SMD-NEC-002) e legata alla SGD- G-020 la definizione di modalità di procurement adeguate all’incalzante sviluppo tecnologico. In tale contesto di capacità metodologiche si inseriscono le “Linee di indirizzo di Modelling & Simulation (M&S) per lo sviluppo dei sistemi C4ISTAR della Difesa” (SMD-NEC-001), in quanto, come vedremo in maniera un po' più dettagliata, il M&S è di per se un tool fondamentale da sfruttare ogniqualvolta c’è da verificare concetti e requisiti o a maggior ragione quando si vuole sperimentare attività, azioni o soluzioni anche complesse abbattendone enormemente i costi. Il “Piano di sviluppo” della componente C4ISTAR nazionale” che definisce la roadmap per la trasformazione e le relative aree prioritarie di intervento (SMD-NEC- 004). Cronologicamente lo sviluppo ed approvazione dei documenti, è partito dal M&S dove sussistevano già, nelle Forze Armate, capacità distribuite, ed ad eccezione della metodologia NEC 002, che, come è noto, è stata appena ultimata ed approvata, la governance ed il piano attuativo sono realtà concrete che stanno producendo o supportando programmi quali Forza NEC e la Defence Information Infrastructure (DII), ampiamente apprezzati anche internazionalmente. VISION AND CONCEPTS (1) THE FUNDAMENTAL OPERATIONAL CAPABILITIES C4-ISTAR Deployment and Mobility Precision and Effectiveness of Engagement Survival and Protection of Forces Logistical Sustainability and General Support Following the NATO Transformation Process, Italy is developing its Vision and Concept. That is devided in 5 fundamental operational capabilities According to the vision and concept, the Armed Forces, although reduced in size, must be able to express well-defined operational capabilities, qualitatively comparable to those of the major allied nations. Among the capabilities, the most important are those considered fundamental to carry out the entire spectrum of missions assigned to the military instrument, enabling its employment flexibility. The Fundamental Operational Capabilities are: C4-ISTAR, deployment and mobility (i.e. rapidity of intervention and action), precision and effectiveness of engagement, survival and protection of the forces, logistical sustainability and general support. SWIP Acceptance SIF Such standardized transformation process can be represented graphically like illustrated in the slide. The Roadmap of the NNEC transformation can be explain through two processes: technical/operational programmatic. In the first one the methodology to define the architecture constitutes the basic element together with a single system engineering, responsible to: define the C4ISTAR architecture, evaluate the level of the systems interoperability establish the standards, necessary technologies, protocols etc for achieving the best cost-effective solutions in accordance with the new NCW/NEC concepts. Architecture definition is based on NATO Recommendations and encompass operational and system requirements plus verification and validation process. Gap analysis has to be conducted to evaluating how much the national systems differ from new requirement, standards, procotols etc.. For that gap, it will be necessary to proceed on the basis of the economic availability /or national level of ambition to fulfill itself. In any case the system engineering process will continue to give support and to carry out verifications in laboratory and on the "field" until the operational certification/acceptance of the new abilities will be completed. All along the system engineering process M&S is designed to provide the necessary support: architecture verification and validation, SW development and debugging and systems certification and acceptance including the interoperability and integration assessment through the use of the Joint Distributed Engineering Plant (JDEP) (in accordance with the constructive, Virtual and HardWare In the Loop (HWIL) simulation concept). 7 Methodology (SMD-NEC-002)
Test Bed Il metodo normalizzato è esattamente rispondente a quanto è previsto nel processo della NATO detto dello spiral development. E, così come avevamo visto per il processo NATO, anche qui l’MDAF (che per noi può anche significare Ministero della Difesa Architectural Framework) sviluppa le architetture: OverArching Architecture (OAA), Baseline Architecture (BA), Reference Architecture (RF) e Target Architecture (TA), ma addirittura qui abbiamo già fuso ed integrate le attività che ne scaturiscono, infatti , mentre l’MDAF è dedicata: - alla definizione di una o più soluzioni architetturali atte a soddisfare il Requisito Operativo individuato al termine della prima fase; e allo sviluppo della soluzione architetturale valutata come la più idonea a soddisfare il Requisito suddetto, qui vengono sostanzialmente anche attuate le attività tecnico-amministrative iniziali connesse allo sviluppo e, quindi, alla produzione (Development and Acquisition), avendo per obiettivo la definizione di Requisiti Tecnici di sistema e di Progetti Preliminari. In ciascuna delle predette fasi e fino alla accettazione/certificazione operativa delle nuove capacità, un’organizzazione di system engineering dovrà continuare a supportare lo sviluppo delle architetture e ad effettuare verifiche in laboratorio e sul “campo”, avvalendosi di Test Bed ed anche di tool di Modelling & Simulation (M&S). Products Services Systems Executive Committee UNCLASSIFIED Test Cost Validity C4ISTAR National Basket Il “metodo semplificato”, come il termine stesso lascia intendere, consiste in una semplificazione della rappresentazione della Baseline Architecture e, di conseguenza, della Reference Architecture e della OverArching Architecture. Esso è orientato a semplificare e velocizzare lo sviluppo di architetture complesse mediante il reimpiego di elementi architetturali già “approvati” ed a consentire il superamento di eventuali difficoltà di applicazione del metodo normalizzato, dovute ad esempio alla mancanza degli specifici tool di sviluppo. La semplificazione si basa su una descrizione delle architetture effettuata impiegando e facendo riferimento al “Basket” C4ISTAR nazionale di “prodotti”, servizi e sistemi, custodito e gestito dallo Stato Maggiore Difesa a similitudine dell’analogo Basket NATO. Il contenuto di detto Basket viene costantemente arricchito di quei prodotti, servizi e sistemi che, di volta in volta, dimostrano di costituire la soluzione maggiormente valida sotto il profilo costo-efficacia per la realizzazione delle Capacità che la Difesa necessita conseguire (a tal fine, la valutazione anche qui potrà essere condotta attraverso l’utilizzazione di appositi test-bed resi disponibili ad esempio presso il VI Reparto di SMD o presso le FA. Le varianti al Basket nazionale vengono approvate dal Comitato Direttivo C4ISTAR, su proposta del Comitato Esecutivo. La governance del settore (definita dalla SMD-NEC-003) e l’attuale normativa nazionale per l’acquisizione dei sistemi (SMD-L-001) già consentono questo tipo di attività ma sarà anche opportuno siano modificate al fine di recepire l’applicazione di detto metodo semplificato, espressamente al loro interno. 16 COE support to Transformation
E&T Analysis/LL CD & E Doctrine Develop & Standards Transformation Centres of Excellence The COE will be structured into three main areas: CD&E; Interoperability, experimentation and testing, experimentation for CD&E, analysis/LL for updating requirements and support the procurement cycle, and and education/training and exercises. The M&S COE core products will leverage on shared information and expertise. The COE will: contribute to the development of concepts, which require M&S expertise; support the development of M&S tools and activities in support of the CD&E process; support the definition and verification of operational and technical architectures as part of the CD&E process; participate to experimentation campaigns; support the development of capabilities through M&S; provide support to NATO distributed training concepts and exercises; support and execute the operational pre-deployment testing, verification and training requirements/activities; execute M&S test, verification, validation & evaluation activities to improve interoperability within the Alliance; define interoperability testing requirements and conduct testing activities to contribute to assess and verify interoperability of assets at the tactical and operational level; develop and maintain a shared database of representations and scenarios. provide education to potential M&S users through expansion of their awareness and sharing of information across the M&S community. offer M&S training to NATO and nations personnel; organize M&S courses, symposia and workshops; provide proposals and new perspectives for transformation in the field of M&S; interact with national M&S agencies, institutions and organizations. 16

17 CONCLUSIONS FUTURE SCENARIO People are the most critical assets: cultural transformation, leadership, training are of paramount importance Technology versus process/organization/doctrine etc is critical for the successful implementation of the future challenges: the linkage between them has be shorter Think big, start small, deliver effects/implement facts: spin out in no more than three years time The nature of this mission, which has been significantly altered in the past few years, will continue to be of a highly dynamic nature, unknown at the time of the "Cold War", in relation to the changing international scenario.  The global threat of terrorism, the potential use of weapons of mass destruction, regional instability and possible undermining of vital national interests, even outside of national territory, represent the great threats to security in the twenty-first century. Facing such dynamics requires a continued process of adaptation of forces, doctrine and capabilities of the military, coherent with similar processes begun both within the framework of NATO and the European Union, and by those Nations with which Italy maintains strong ties of cooperation, so that Italy will be in a position to respond to future threats without disruption and in a timely and efficient manner. The multilayered and unpredictable nature of future threats, above all those of terrorism and failing states, demands development of a capability to prevent and, when necessary, to intervene quickly and efficiently even at a great distance from the homeland. In other words, unlike in the past, the military contribution to national security can no longer depend exclusively on the capability to guard and provide static defense of the metropolitan areas ("Homeland defense"); it must develop the capability to dynamically face threats whenever and wherever they occurs.
