Republic of Croatia - parliamentary democratic republic - area: 56,594 km 2 - population: 4.28 million - capital city: Zagreb. - Croatia is set to become the 28th member state of the European Union on 1 July 2013.
National Real Property Registration and Cadastre Program Since 2003, Republic of Croatia, through the Ministry of Justice (MoJ) and the State Geodetic Administration (SGA), has been implementing the National Real Property Registration and Cadastre Program, known as Organized Land (Uređena zemlja). Real Property Registration and Cadastre Project (2003 – 2010) The main goal of the Project was to built effective system of land administration, with effective real estate market by decreasing corruption and supporting private sector development. Integrated Land Administration System Project (2011- ) The Real Property Registration and Cadastre Joint system information (JIS) or rather a unified database and application for keeping and maintaining the real property registration and cadastre data have been developed.

ZIS Key challenges JIS LAND REGISTER CADASTRE Legal changes were ongoing in parallel with the JIS development which caused changes in the requirements. Rengineering of existing business processes that are too complex Very little harmonized data between the cadastre and land register, poor quality of data, various business procedures and data definitions, various old applications for maintaining graphical and alphanumerical data Difficult to keep experienced IT personnel in the public sector.
Lessons learned IT and domain personnel from institutions should actively participate in all project steps from beginning. ZIS JIS LAND REGISTER CADASTRE A three-layer structure of the project management is a strong mechanism for management with clear roles, responsibilities and allocation of authorities. An ICT Strategy should be developed on the start of the project and should be updated periodically during next steps; it includes instuitional and organizational capacity for the ICT Strategy implementation, methodologies and priorities. The risk of development of complex IT systems could be reduced by dividing into smaller units and phases that could be contracted separately. On the other hand, this approach requires enhanced coordination of multiple vendors.
Lessons learned ZIS JIS CADASTRE Data quality improvement is a long process and has to start prior to the JIS development. A fat client for advanced graphical functionalities should be taking into consideration instead only thin client (browser) in order to reduce the bandwidth requirements and for better support of the business process. Based on the experience it can be considered whether to develop joint system for several institutions or merge institutions. In order to reduce the licensing costs, consider using less expensive software (open source software). JIS LAND REGISTER CADASTRE

Digital signing of electronically generated documents as the basis for the electronic exchange and centralized printing. Raise the level of legal security in real estate.
