FOSTERING INTEGRATIVE SCIENCES A*STAR Joint Council Office JCO Funding Initiatives

To promote and support interdisciplinary collaborations between biomedical sciences, and physical sciences & engineering researchers in A*STAR and beyond, so as to catalyse and capitalise on new scientific opportunities and discoveries JCOs Mission

Meeting These Opportunities JCO Initiatives to 2010 Interaction platforms Funding Initiatives Project Grants Visiting Investigatorship Programme (VIP) JCO Initiatives to 2015 Interaction platforms 4 main funding Initiatives 1.Project Grants Open Category Grant (OCG) Career Development Award (CDA) 2.Visiting Investigatorship Programme (VIP) 3.Developmental Programme (DP) 4.Strategic Programme (SP)

Overview of JCO Grants Leveraging on Existing A*STAR Capabilities (C) Visiting Investigator Programme (Bridge capability gaps) (D) Project Grants (Promote small scale joint council research activities, develop early career RSEs) Platforms and Initiatives to promote Bottom-up Joint Council Research (A) Strategic Programmes (New suite of capabilities and talents, in cross council or single council areas) (B) Development Programmes (Seed new thematic areas) Development of New Capabilities (WHITE SPACE)

Open Category Grant Objectives: To support investigator-led interdisciplinary collaborative research that brings together capabilities in the biomedical sciences and physical sciences and engineering. 2 Categories of Grants, Full research and Exploratory Grant TypeDescriptionMaximum number of years Maximum funding support Exploratory GrantEncourages new and exploratory research by providing funding for proof-of-concept and feasibility studies. 1$200K Full Research GrantSupports a discrete and well- defined research project. Sufficient background work must be demonstrated to be eligible for funding. 3$1Mil

Eligibility: All grant applications should involve at at least two separate entities within A*STAR (i.e must be from different RIs) and must have at least one (1) Lead Investigator with BMS expertise and one (1) Lead Investigator with S&E expertise. Grant Review Process Applications will be put through a rigorous 2 step review process. – Evaluated individually by international reviewers – Collective review and ranking of all proposals by a Project Grants Review Panel. Evaluation Criteria: Collaborative nature of the project (significant multidisciplinary (BMS and S&E) research content with good balance of technical and scientific contributions from all participating entities) Importance of the problem (prevalence, inadequacy of existing approaches) Technical merit and innovation of the project Track record of the PD and research team Intellectual property history and opportunities Appropriateness of budget Open Category Grant

Career Development Award Objectives: To provide a platform for early career development of young A*STAR researchers by enabling them to spearhead interdisciplinary collaborative research projects. 3$750K

Career Development Award Eligibility: Project Director should have a PhD, with no more than 48 months of post PhD experience at the time of application Applicants with more than 48 months of post-PhD experience may also be considered in exceptional circumstances, or where it is justified, applicants without a PhD (MDs and Vets) and who are RSE3 and below may also be considered. PD is expected to spend at least one third of their time (1/3) on the JCO project and must have an appointment with an A*STAR RI / consortium. All grant applications should involve at least two separate entities within A*STAR (i.e must be from different RIs) and must have at least one (1) Lead Investigator with BMS expertise and one (1) Lead Investigator with S&E expertise. Grant Review Process Applications will be put through a rigorous 2 step review process. – Evaluated individually by international reviewers – Collective review and ranking of all proposals by an Internal Review Panel.

Career Development Award Evaluation Criteria: Collaborative nature of the project (significant multidisciplinary (BMS and S&E) research content with good balance of technical and scientific contributions from all participating entities) Importance of the problem (prevalence, inadequacy of existing approaches) Technical merit and innovation of the project Track record of the PD and research team Intellectual property history and opportunities Appropriateness of budget Application Timeline 2011 (1 call per year) Letter of Award Final Review & Recommendation by PGRP Jan CDA Grant Call Opens Grant Call Closes MayJulyNov Full proposals development (6 weeks) Review full proposals by international domain experts Budget & KPI moderation

Visiting Investigatorship Programme Objective: To tap on world renowned experts to develop capabilities and groom local talent in key strategic interdisciplinary areas Funding Quantum: Up to $5Mil over 3 Years Eligibility Criteria VI must be a renowned scientist in the selected field identified and be able to integrate BMS and S&E capabilities VI must spend at least 2 months a year in A*STAR during the grant period A locally based researcher must be appointed as the local lead to manage the programme in the absence of the VI

Visiting Investigatorship Programme Grant Process 2 Phases (A)White Paper Submission Title and a concise write-up on proposed project Roadmap for development and training of local talent within the programme Articulation of Industry Relevance and Identification of industry partner (if applicable) Proposed Budget Names and affiliations of the VI, Local Lead and Participating Lead Investigators One page CVs of the VI, Local Lead and Lead Investigators -Assessed by Internal Review Panel (B)Successful Applicants to submit full proposals -Assessed by Internal Review Panel with inputs from RI EDs and Senior PIs

Visiting Investigatorship Programme Key Evaluation Criteria Goal of Research Programme and strategic impact Development of capabilities in key strategic interdisciplinary areas identified as capability gaps within A*STAR RIs Technical Competency of VI and Project Team Good balance and integration of BMS and S&E capabilities Impact (scientific and economic) of the VIP to A*STAR and Singapore Industrial relevance or industry pre-positioning Manpower development plan and capability transfer Process for VIPs: Open throughout the year Whitepaper submitted Whitepaper review by IRP Full proposal submitted Result of whitepaper Initiate engagement of VI and whitepaper development Mth 0Mth 1Mth 2Mth 3Mth 4Mth 6Mth 5 Budget & KPI moderation Full proposals development (2.5 mths) Review by selected RI EDs and Senior PIs Final Review & Recommendation by IRP Letter of Award Mth 7

Developmental Programme Objective: To seed new capabilities in key strategic interdisciplinary areas Primarily for industrial pre-positioning purpose aimed at developing A*STAR to be technologically ready to meet future opportunities and challenges. DP proposals which demonstrate industry support through collaborations or co-funding will be viewed favourably. Funding Quantum: Up to $5Mil over 3 Years Eligibility Criteria All grant applications should involve at least two separate entities within A*STAR (i.e must be from different RIs) and must have at least one (1) Lead Investigator with BMS expertise and one (1) Lead Investigator with S&E expertise.
