2THE FOUNDATION OF THE REGULATIONS IS THAT CARGO FROM A KNOWN, AND VALIDATED, SOURCE PASSING THROUGH KNOWN AND VALIDATED AGENTS, AND CERTIFIED AS SUCH, MAY BE ACCEPTED BY AIRLINES AS KNOWN CARGO WHICH THEN REQUIRES NO FURTHER PHYSICAL OR PAPERWORK SCREENING APART FROM RANDOM CHECKS. / THE WORD SCREENING, TO MOST PEOPLE, CONJURES UP A TECHNICAL PROCESS SUCH AS X-RAY. / IN THE CONTEXT OF PART 108, HOWEVER, SCREENING MEANS THE APPLICATION OF TECHNICAL OR OTHER PROCESSES KNOWN COLLECTIVELY AS SECURITY CONTROLS./IT IS IMPERATIVE TO NOTE THAT AIR CARRIERS MAY ONLY TRANSPORT KNOWN CARGO. / THE IMPLICATION TO AIRLINES, AS WELL AS EXPORTERS, IN THOSE COUNTRIES WHO HAVE NOT IMPLEMENTED THE CARGO SECURITY PROVISIONS OF ICAO, ARE ENORMOUS IN RESPECT OF TRANSHIPMENT CARGO PASSING THROUGH OUR AIRPORTS FROM THESE COUNTRIES, AND CARGO THAT MAY BE AVAILABLE FROM THESE COUNTRIES, EN ROUTE, BETWEEN OUR AIRPORTS AND THE FINAL DESTINATION OF THE AIRCRAFT./
