2 Östersund, Sweden I live in Östersund, a beautiful city in the northern parts of Sweden The frosty heart shaped snow flake is the city’s own symbol to present the city as Sweden’s “winter city”. 5 Key factors to the good system
Legislation and Supervision Accessibility and Convenience Knowledge and Willpower Responsibility and Finance A level playing field Legislation We have a well thought out legislation (although far from perfect) and an authority who can enforce it and make sure everyone follows the rules. It is much easier to enforce the legislation if a lot of power is added into informing companies about their obligations. However, we shoud have put more effort into the information campaign. Accessibility The collection system is quite accessible and convenient, but there is room for improvement. Development and research is in progress. Short distance to collection points is important, as well as long opening hours. Knowledge The Swedish consumer has a high level of knowledge about the potential hazards for humans as well as for the environment. The next level is to raise awareness about the benefits of recycling regarding resource management. There is also a well established willingness to collect and recycle e-waste and batteries. Responsibility It is quite clear who is responsible for Financing the Collection and Recycling and who is responsible for Information to consumers. A level playing field Since you can make money out of e-waste, you will probably need to handle several actors who are interested in collecting. To make this playing field a fair game, you need some kind of agreement between the actors. In Sweden, the collection schemes have estsblished a clearing house. The clearing is financially based on what the representatives put on the market and what the collection schemes collect. This is very fortunate, and makes the collection resonably fair because of the criterias in the legislation and in the statues for joining the clearing house. The Swedish battery collection system started in the 1970:s The WEEE collection system was established in 2001 Make follow ups on collection and recycling Examine the level of knowledge among the citizens, it is a critical element!
