assumptions (1)about the possibility and desirability of combination at the local scale (2)a national policy context which values (indeed enables) collective action and (3)a national and local policy context wherein sustainable development and urban transformation are seen as public policy objectives.

UK scale current policy context GMCR levers/policy menu 2012 *EZ policy = BIS/Treasury Minister Mark Prisk (chartered surveyor worked on EZs in the 80s) *Local Govt Finance Review in CLG (see lyons) Business rate localisation process (cuts across?) Greg Clark (Business rates =4% of tax take) National Infrastructure Plan (ha ha) NPPF – Grant Shapps *National Airport Policy ? ? (HA) SOS – Justine Greening National arguments about boris island vs heathrow expansion not regional capacity / HS2 Airport Passenger Duty Neighbourhood renewal ? (hahaha) Planning 1.The Enterprise Zone at the Airport Enterprise Zone(EZ) = small area for experimentation within the MCC LAD boundary. However SBR uplift will accrue to the LEP @ the GMCR (10 borough AGMA boundaried) scale. SBR, however is limited to £55k/year rumours of other support to EZs include an offer around broadband and possible planning relaxation. (?) The GMCR BLC did an employment site study report in order to shortlist EZ locations, discussing options for port salford, Kingsway in Rochdale (+) KPMG also did an options appraisal The Airport site was selected as the EZ for GMCR. **check legislative basis of EZ (old act/) The boundary of the EZ is a bit of clever planning 3 zones 1 tightly bounded to airport (5 dev sites) 2 medipark –a field and 3 wythenshawe neighbourhood centre (** ownership status of all 3) EZ vision paper Issues: displacement/churn from stockport Green belt?
