Planning - development cost - profit lStrategy of the State : Selling land to partially finance a new airport in another location lStrategy of the City of Oslo : Selling land when planning completed lMain technical/green infrastructure : 200 mill euro (landowners) lState/Oslo sold planned areas to developer : 400 mill euro lSocial infrast. 1. phase (schools etc) : 150 mill euro (municipality) lDeveloper sold the prosject to another company : Profit 300 mill euro
Models for planning and financing development lAssumption : At the outset there are several or many landowners with autonomus interests lModel 1: Landowners selling land to developer before starting planning lModel 2: Selling land after planning but before development lModel 3: - Owners stick together through planning and development, each with a share corresponding to the size of the lot they own. - Make agreement with financial institutions/developers - Value of land and dividends from development is paid out successively through development process – or in the end.
