Universities would be able to act as incubators to develop new models of public service reportage for the digital era and act as an attempt to both redesign and rethink local news provision with both a civic role and a – clearly needed – civic place. 21 CHALLENGES - PHASE 3: Sept.13 – April 14 Key challenges ahead: Programme making: refresh rate and varied schedule – can we make enough in the timescale? Outreach – will the films engage the local community? Silent Storytelling - student work will be variable Red Balloon to support and offer gold standard service for some clients Compliance – Mixed/trapped audience from young children to the elderly – content must be appropriate for all.
