How to develop an effective mix of governmental regulation and market mechanisms to ensure access to all? What sort of tools are needed for supporting the accurate measurement of effective demand and the assessment of needs, trade-offs and benefits? What sort of international knowledge-sharing platform for exchange on institutional capacity development in the water sector should be set up?
