Determine how much the State can spend (Governor/Commission) Identify Priority Outcomes & Goals (Governor/Commission with input from the public) Price the Priorities: Allocate % of estimated revenue (Governor/Commission Report by 11/1) Finalize key outcomes and goals/evidenced based strategies to achieve them Issue request for results /bids from State Agencies State Agencies respond with proposals/bids Rank order bids & draw line when money is gone- Only what is above the line will be funded Bid rankings & request for better offers may be released Leadership Makes Final Decision – Some Bargaining Anticipated Final Rankings to Executive Budgeting For Results - IDHS Perspective United Way Annual Meeting July 28, 2011
