3 MOBILE MONEY C ONCEPT Mobile Money Institution or (EMI): A legal entity that accepts banknotes, coins, or other means of payment in exchange for e- money, and facilitates the transfer of this e- money to make payments. Mobile Financial Services: The use of a mobile phone to access financial services and execute financial transactions. This includes both transactional and non-transactional services. E-money: A value stored on an electronic device and usable to make payments to other parties 3

6 A CCESS TO F INANCIAL S ERVICES … CONTINUED 840 banking facilities dealing with around 3.4 million depositors and 67 thousand borrowers By end of 2012, the total asset of the banking sector has reached A FN 224 billion (USD billion 4.19) representing 21% of GDP The capital adequacy ratio is at an acceptable level of 22% as at the end of 2012, and the total deposits of the banking sector stands at A FN billion (USD 3.68 billion). The total size of the Islamic banking business amounted t o AFN 8.2 billion (around USD million 158), i.e. almost 3.7% of the total banking sector assets. 6

9 D A A FGHANITAN B ANK I NITIATIVES Revised MSP Regulation to address Mobile Money Sectors Needs, Issued EMI licenses to 2 Mobile Network Operators: o M SDA (M-Paisa) - Roshan o mHawala – Etisalat Issued NOCs to AWCC and MTNA for pilot projects Encourages all interested investors to invest Preparing to provide technical assistance to EMIs 9
