1 BIN REPLACEMENT LEVY Pikitup Vision: to be the leading integrated waste management company in Africa

2 2 Background Pikitup announced the implementation of 2012/13 Council approved tariffs relating to bin replacement levy with effect from 1 st of February 2013 The tariff is to be charged for the replacement of, lost or damaged bins In the 2011-2012 financial year alone, Pikitup replaced about 8 500 wheelie bins at a cost of about R3 million The trend is not sustainable and this money could have been spent on service delivery than replacement of lost, stolen or damaged bins Also some residents are using bins for purposes other than refuse containerisation, in some cases people use bins to store or transport goods Residents and customers have also been reminded that wheelie bins remain the property of Pikitup and that they may not be used for any purpose other than waste containerisation.

3 Bin Management It is a contravention of the Citys Waste By-Laws to utilise a Pikitup wheelie bin for any purpose other than the refuse containerization, and at non-designated premises Pikitup will issue the first receptacle free and thereafter, a replacement fee for a stolen or damaged bin shall be applicable in accordance with applicable tariff rates Pikitup will replace any receptacle damaged whilst carrying out its normal duties or which becomes faulty through wear and tear provided that the receptacle has been used for a period of more than five years Communities are urged to actively assist to curb the theft of bins through active citizenry by participating in Community based planning initiatives, Civic education and awareness campaigns as well as targeted citizen partnerships and engagements 3

4 In accordance with the approved 2012/13 tariff, a fee of R385 (excl. VAT) is applicable for the replacement of: stolen bins; or damaged bins (provided that the receptacle has not been used for a period of more than five years) The Bin Replacement fees is payable upfront prior to a replacement bin being issued to a resident Payments should be made at the nearest walk-in-centre and not through a commercial bank or electronic fund transfer (EFT) system Proof of payment, which must also indicate the ratepayers account number, must be faxed to 086 677 6682 or (011) 712-5322. 5 Customers need to take all precautionary measures to safe-guard their bins. It is also advised that customers participate in ward / street initiatives and engage Ward Based JMPD officers. Customers may also report any suspicious movements to the JMPD at (011) 375-5911 Reporting any misuse of bins 5

No. Make a payment at the nearest walk-in centre Email or fax proof of payment to Pikitup Customer Services Print, scan and email proof of payment, customers state of account and trouble ticket to relevant depot Prepare documentation for delivery of bin Contact client to check availability Deliver bin to client Client Call Centre Pikitup

8 New Process for Replacement – if damaged by Pikitup 8 Log a call or query with Call Centre Create trouble ticket with Ref. No. Obtain affidavit which must include the Ref. No. Truck Reg. No. Day and time of incident Submit affidavit to the relevant depot Assess damage and compile report Submit incident report to Regional Manager Make a decision to replace bin based on incident report Prepare documentation for delivery of bin Contact client to check availability Deliver bin to client Client CoJ Call Centre Pikitup
