18 Number of multiplexes: According to the suggested standards, three multiplexes could be enough for the SDTV programmes in the transition period. SDTV needs 3Mbps in MPEG-4 p.10. format for very good quality.

19 While planning the network we should have in mind that the scarce resource of spectrum itself belongs to the people and after the efficient compression and modulation involvement, digital dividend has to be planned on the basis of public resources being reused in the public interest. 20 Conclusion: call for next phase of consultations Based on the suggestions of previous consultations, as well as comments presented on the Ministry of Telecommunications and Information Society website, the Strategy draft is going to be prepared.
