What is the Covenant of Mayors?
Democratic Response to Climate Change Tackling Climate Change at Local Level A Formal Commitment by Local Councils to go beyond the EU Objectives in terms of CO 2 reductions Implementation of a Sustainable Energy Action Plan (SEAP) with concrete measures
Covenant of Commitment Signatories are committed to: Reduce CO 2 emissions by at least 20% by 2020 Prepare a Baseline Emission Inventory Submit a Sustainable Energy Action Plan within 1 Year Mobilise the civil society to participate in its development Submit an Implementation Report every 2 Years Organise Energy Days in the locality
Termination of Membership Membership will be terminated if: The Sustainable Energy Action Plan is not submitted within the year following signing up The Actions set out in the Action Plan are not implemented The Implementation Report is not Submitted in two successive periods
Why Bother? Oil Prices Saving on Local Council Funds
Why Bother? Enhance the Quality of Life of Citizens Raise Local Council Profile and Improve Public Perception
CO 2 Emissions in Malta Source: United Nations Framework Convention on Climate Change (UNFCCC) x 1000 Tons of CO 2
CO 2 Emissions in Malta Source: United Nations Framework Convention on Climate Change (UNFCCC) 2007: 2,685,000 Tons of CO 2
CO 2 Reduction Strategies Energy Substitution: Replacement of Energy Sources with Renewables and/or Cleaner Fuels Energy Savings (Conservation): Reduce Unnecessary Consumption, Eliminate Waste Energy Efficiency: Use Energy Efficient Systems
Leading by Example By committing themselves to the Covenant of Mayors, Local Councils have decided to Lead by Example.
Are Targets Reachable? The Covenant of Mayors key to success is to mobilise and involve: Councillors Experts Citizens Local Stakeholders
Are Targets Reachable? Targets Are Ambitious 20% by 2020 With a genuine commitment from Public and Private Sectors and following a political implementation strategy, it is possible
Examples of Other Cities Initiatives Subsidy Programme for Thermal Insulation of Buildings Promotion of Small Scale Renewable Energy: Photovoltaics, Solar Heating and Micro Wind Power Reduction of Carbon Footprint in Public Schools, Community Buildings and Public Administration Buildings Improvements in Local Transport systems
Examples of Other Cities Initiatives Introduction of Intelligent Street Lighting and Traffic Management Systems Supporting Energy Audits for Private Entities Reduction of Residential Energy Consumption by Promoting Public Awareness and Participation Local Energy Days
