It is proposed that the Appointments Officer(s) compiles a panel of about 10 umpires from what were SL or LL umpires who want to be considered for promotion to higher divisions. These umpires could then be appointed by the Appointments Officer(s) to some games in Division 3. At the end of the season the Division 3 marks to be compared with the view to selecting the Division 3 panel for the following season.
