Master Scenario Events List (MSEL) Conference DATE EXERCISE NAMEMaster ScenarioEvents List (MSEL) ConferenceDATE
What Is a Master Scenario Events List? Chronological listing of scripted events that generate activity in specific functional areas in support of exercise objectivesFunctional exercise (FE) – Drives participant playFull-scale exercise (FSE) – Supplements active playContains injectsScenario events that prompt players to implement the plans that the exercise is designed to testShort MSEL – lists the inject, delivery time, short description, responsible controller, and receiving playerLong MSEL – detailed description, exact quotes and formats for inject, and description of expected actionTalking PointsThe MSEL Contains a chronological listing of events and injects that drive exercise play.Injects are representative actions and scenario elements that drive the exercise play. Each MSEL record includes:Designated scenario time – the times listed in a MSEL should reflect the time an inject should occurThese times should be as realistic as possible. They should be based on input from functional area representatives.Event synopsisThe controller responsible for delivering inject, with controller/evaluator special instructions (if applicable)Expected action – the player response expected after a MSEL inject is deliveredIntended player – agency or individual player for whom the MSEL inject is intendedObjective to demonstrate (if applicable)Notes section (for controllers and evaluators to track actual events against those listed in the MSEL, with special instructions for individual controllers and evaluators)If events occur sooner than anticipated, it should be noted in the notes section, but play should not be interrupted. The MSEL injects do three things:Link simulation to actionEnhance exercise experiences for playersReflect an incident or activity that will prompt players to implement the policy or procedure being testedExampleTo determine when triage and treatment should be established during the exercise, input should be gained from an EMS or hospital representative.
Elements of an Inject Designated scenario time Event synopsis Controller responsible for delivering injectExpected actionIntended playerObjective to be demonstratedNotes sectionInjects should include the following elements:Designated scenario time – when the event should take placeEvent synopsis – what will occurController responsible for delivering injectExpect action – what action will the players takeIntended player – who should receive the injectObjective to be demonstrated – which one of the objectives does this inject driveNotes section – blank space for the controllers to enter notes.
Types of MSEL Items Contextual Injects Contingency Injects Lessons Controller to playerBuild contemporary operating environmentContingency InjectsEvents communicated to players if they do not occurNecessary for play to continue and reach exercise objectivesLessonsLearned:When reading message injects, simulators should be as realistic and emotional as possible. There are three types of injects, according to the HSEEP volumes.Contextual InjectsController to playerBuild contemporary operating environmentFor example, “The temperature is 72 degrees Fahrenheit”Expected Action EventsHolding place in MSELNotify controllers when an expected action would typically occurFor example, “10:20am Establishment of on-scene incident command”
Types of MSEL Items Expected Action Events Holding place in MSEL Notify controllers when an expected action would typically occurContingency InjectsController to playerEvents communicated to players if they do not occurNecessary for play to continue and reach exercise objectivesFor example, if a hospital playing in the exercise is not notified of the incident, the controller might place a call from a worried witness to the emergency room, complaining of symptoms.
How to Develop a Master Scenario Events List Review exercise objectives and scenarioDevelop a timeline of anticipated player actionsIdentify a chronology of key actions that must occur, either scripted or actualThese can be accomplished by function and/or jurisdictionDevelop these using a MSEL programCompile all MSEL events into a single list and vet with participantsRefine selected MSEL events and complete long versionWhen developing a MSEL, consider the following steps:Review scenario and exercise objectivesDevelop a timeline of anticipated player actionsIdentify a chronology of key actions that must occur, either scripted or actualThese can be accomplished by function and/or jurisdictionDevelop these using a MSEL programCompile all MSEL events into a single list and vet with participantsRefine selected MSEL events and complete long version
Americana Master Scenario Events List A sample MSEL can be found in your activity workbook for an Americana exercise.
Scenario What are the assumptions / artificialities of the scenario? Will we play real world weather conditions? Will we use an artificial exercise date? Will we operate on compressed time or real time? Will we replicate real world or artificial distancesin the interest of time?Which agencies should participate notionally?
