5 Ministry of Environment, of Territory and Sea Safeguard Laura Modestino 2007 for the Italian Ministry for EU Policies Twinning Bulgaria Source: Italian Ministry of Environment, of Territory and Sea Safeguard Direzione per la Salvaguardia Ambientale – Directorate for Environment Safeguard Divisione VI per l'inquinamento e i rischi industriali (IAR) for pollution and industrial risks Division VI is competent in the energy sector with reference to: Programmes of spread and development of renewable energy sources (solar, photovoltaic, eolic, biomass, micro-idroelectric) Programmes of promotion and development of interventions aimed at energy saving, as well as diffusion of high performance devices, and low environmental impact energetic innovative technologies. It also deals with Programmes for environmental sustainability of Italian minor islands as far as mobility and elternative energies are concerned.

7 The Italian Regulatory Authority for Electricity and Gas 1/4 Independent body established under Law 481 of Nov. 14 1995 to regulate and control the electricity and gas sectors It operates within the general policy guidelines laid down by the Government and Parliament and taking into due account the relevant European Union legislation. In its Documento di Programmazione Economico-Finanziaria (Three-year Economic and Financial Planning Document), the Government draws the Authority's attention to any developments concerning the public utilities that it would be in the country's general interest to promote. 9 Laura Modestino 2007 for the Italian Ministry for EU Policies Twinning Bulgaria Source: The Italian Regulatory Authority for Electricity and Gas The Italian Regulatory Authority for Electricity and Gas 3/4 Main functions/1: To set basic tariffs for the regulated sectors To establish guidelines for the production and distribution of services To monitor quality standards set by the Authority To formulate observations and recommendations to the Government and Parliament regarding the market structure and the adoption and implementation of European Directives To report to the Autorità garante della concorrenza e del mercato (Italian Antitrust Authority) any suspected infringements of Law 287 of 10 October 1990 by companies operating in the electricity and gas sectors To make observations and recommendations to the Government and Parliament and to the Ministry of Industry

10 Laura Modestino 2007 for the Italian Ministry for EU Policies Twinning Bulgaria Source: The Italian Regulatory Authority for Electricity and Gas The Italian Regulatory Authority for Electricity and Gas 4/4 Main functions/2: To issue guidelines for the accounting and administrative unbundling of the various activities under which the electricity and gas sectors are organised To monitor the conditions under which the services are provided, To assess complaints, appeals and reports by individual users and consumers and their associations and, where necessary, to oblige service providers to modify service conditions accordingly To handle out-of-court settlements and arbitrate in disputes between users or consumers and service providers To publish and circulate information on the supply of the services for more informed choices
