7 The Local Education and Training Board for South London ld.slletb@nhs.netld.slletb@nhs.net 1 Londons three LETBs The DEQ has overall responsibility for driving improvements in the quality of health professional education and training, education capacity and infrastructure to meet the requirements of the whole workforce within the LETB area and where appropriate, across London; Each LETB has a Postgraduate Dean employed by HEE who will ensure the delivery of safe, high quality postgraduate training programmes for doctors and dentists within the LETB area; The Heads of Speciality have a key role in advising the DEQs about standards for the quality of training, specialty workforce planning and linking across London for their specialties; The Postgraduate Dean and the DEQs will be supported by Shared Service quality management team aligned to LETB areas; LETBs Quality Manage the Lead education Providers (LPs) in their role as LP; Local Education Providers (LEPs) are Quality Managed by the LPs within their LETB area and the postgraduate dean has responsibility for overseeing this accountable to the DEQ. 3 * Commissioning and Provider Shared Services will run as one organisation from 1 April 2013 Commissioning Shared Services* NCEL LETB Medical Royal Colleges GMC HEE HEE DEQ Heads of Schools Medical Schools Local Education Providers Foundation Schools Provider Shared Services* Lead Providers (Incl. 8 The Local Education and Training Board for South London ld.slletb@nhs.netld.slletb@nhs.net The role of the postgraduate dean 2 Each LETB has a Postgraduate Dean that is accountable to that LETBs Director of Education and Quality and to the Medical Director of Healthcare Education England. The Postgraduate Dean and the DEQ roles will be separate to ensure both the necessary focus on Postgraduate Medical and Dental Training and to permit the DEQ to develop the multiprofessional agenda within the LETB. On behalf of the DEQs, the Postgraduate Deans: will ensure the delivery of safe, high quality postgraduate training programmes for doctors and dentists within the LETB area with shared responsibility for continuing professional development is responsible for ensuring, through the LP contracts, that training programmes meet LETB commissioning requirements, the regulatory standards of the GMC and GDC and are compliant with curricula, the Gold Guide etc. will be Responsible Officer for doctors in postgraduate training, reporting to the HEE Medical Director and will be the main point of contact for the GMC Will work in partnership to provide clinical leadership for the provider shared service

10 The Local Education and Training Board for South London ld.slletb@nhs.netld.slletb@nhs.net Londons Shared Service - Professional Support and Development functions 5 Lead Providers and Local Education Providers will be supported by the Shared Service which includes, amongst others, the following key functions: Operations Provides administrative functions associated with the following on behalf of Lead and Local Education Providers and other stakeholders Recruitment of postgraduate doctors, dentists in London and some nationally recruited specialties with recently expanded remit to include Specialist Community Public Health Nurses; Annual reviews; Trainees in difficulty; Specialty trainee rotations; Professional Development Integrated function supporting both doctors and dentists in meeting professional development objectives and supporting providers in managing their education and workforce challenges. Service lines include: Professional Support Unit (including MedNet); Medical Workforce Development; Faculty Development (including managing trainees in difficulty).

11 The Local Education and Training Board for South London ld.slletb@nhs.netld.slletb@nhs.net LETB At 1 April 2013, Londons Shared Service will incorporate a shared quality team with locally oriented team members 4 Postgraduate Deans and DEQs will be supported in managing and driving up the quality of medical education by a shared inter-disciplinary quality team The Head of Quality will continue to be the day to day contact for the GMC with regard to quality matters across London. The Head of Quality will work with the Postgraduate Deans and locally oriented quality managers to ensure a local focus. Including: Quality monitoring Visits co-ordination Quality report development Head of Quality LETB Quality Manager GMC LETB Quality Manager Day to day quality dialogue Senior level dialogue and issue escalation route

12 The Local Education and Training Board for South London ld.slletb@nhs.netld.slletb@nhs.net Head of Speciality 2 The Heads of Speciality have a key role in advising the LETBs on standards for the quality of training, specialty workforce planning and working across London for their specialties. Each Head of School will work with all three Postgraduate Deans in this role. Their pan-London role will help to bring consistency in the way that quality issues are handled within trusts. The Heads of Speciality remain professionally accountable to their respective Royal Colleges providing an important link between the Postgraduate Deans (and therefore the LETBs) and the Royal Colleges.
