2 SFLLC PIPELINE LEAK DETECTION SYSTEM 2 Shearforce is pleased to provide our Commercial Proposal and a Technical Description regarding a field- proven, Leak Detection and Location System (LDS) for the NNPC Crude Oil and Product pipelines. Shearforce Nigeria Ltd. is an indigenous Nigerian Company formed with proper alliances with technical partners to provide complete turnkey projects. Similar installations of projects completed by these partners are located in this presentation. PRESENTATION

3 SFLLC PIPELINE LEAK DETECTION SYSTEM 3 SOCIO-ECONOMIC IMPACT & BENEFITS 1: Greatly enhance the security of the pipelines through the immediate detection of any sabotage attempt. 2: Verification of production figures presented by the Oil Companies thereby supporting Mr. Presidents Implementation of the EITI (Extractive Industries Transparency Initiative.) 3: Immediate detection of attempts at illegal hot oil taps thereby allowing the Rapid Response Team a window of up to six hours in which to prevent completion of the hot taps. 4: Detection of exact location (within one meter) of leaks in remote areas and underground pipes which would normally go un-noticed. 5: Reduction of environmental damage due to oil leaks since the health and integrity of the pipeline can be determined.

4 SFLLC PIPELINE LEAK DETECTION SYSTEM 4 INTRODUCTION The LDS proposed provides the best of all technologies, offering superior performance by utilizing multiple methodologies, for multi-phase or complicated underwater networks the system would incorporate: 1: Rigorous mathematical/model-based modeling using both mass balance and pressure transient analysis in the pipeline. 2: Comprehensive statistical signal trend analysis; and 3: State-of-the-art dynamic leak "fingerprint" pattern-recognition algorithm. The LDS pattern-recognition technology is particularly important for pipelines with limited instrumentation or where spacing between measurement points can be very large. The LDS will provide very accurate within one meter detection and determination of leak location even in very large, complicated multiphase networks.

The LDS will provide very accurate within one meter detection and determination of leak location even in very large, complicated multiphase networks.

8 SFLLC PIPELINE LEAK DETECTION SYSTEM 8 SYSTEM DESIGN Through the use of Internet Satellites, Real Time Alarms and Reporting of any leak will be available to any official or person issued with valid frequently changed security code.

10 SFLLC PIPELINE LEAK DETECTION SYSTEM 10 SYSTEM DESIGN Several screens will be used to show the complete pipeline system in detailed map form with exact global positioning system (gps) co-ordinates of any leak. The primary control room will have a complete monitoring and control center. Each manned depot and receiving station will also have a monitoring station. An independent monitoring station will be established by Shearforce in Abuja. All monitoring stations will be a state of the art server based systems communicating directly via satellite.

11 SFLLC PIPELINE LEAK DETECTION SYSTEM 11 IMPLEMENTATION OF SYSTEM The implementation of the following system can be divided into several logical areas as follows: Phase 1: Detailed study and physical survey of complete pipeline network. Phase 2: Engineering of System. Phase 3: Testing of System. Phase 4: Installation of Hardware, Start-up in Sections. Phase 5: Installation of Monitoring Stations Inc.Software Phase 6: Operation of System

12 SFLLC PIPELINE LEAK DETECTION SYSTEM 12 The Sections are defined as identifiable segments of the pipelines as indicated on the map at the end of this presentation. Twenty Four Product Sections and Six Oil Sections. Note that a test section from Port Harcourt to Aba can be installed in two-three months. IMPLEMENTATION OF SYSTEM

13 SFLLC PIPELINE LEAK DETECTION SYSTEM 13 EXPECTED USE OF INFORMATION REPORTS OF ANY OIL LEAK OR ATTEMPTED HOT TAP WILL BE RELAYED TO A RAPID RESPONSE TEAM. WE RECOMMEND THAT RAPID RESPONSE TEAMS BE FORMED BY GOVERNMENT DRAWING PERSONNEL FROM ITS SECURITY AND MILITARY APPARATUS.

Reference: Steve Davis: … 3:Kender Morgan-Central Florida Pipeline-Recently purchased a pipeline license for an additional pipeline. Both Pipelines cross environmentally sensitive areas of Florida (passes next to Disneyland). Pipeline no. 1 is a 47,000 bbl 87 mile 10 pipeline. The additional pipeline is a 132,000 bbl 105 mile 16 pipeline (this pipeline is showcased in Pipeline & Gas Industry magazine June 1996 article enclosed). Contact Dawn Andrel SIMILAR INSTALLATIONS

16 SFLLC PIPELINE LEAK DETECTION SYSTEM 16 4: Howell Pipeline-SAIC (a large SCADA Co.) has included this product in their baseline SCADA system. Howell pipeline has 13 pipelines all requiring Leak Detection and Batch Tracking. 5: Valero-There are 14 product pipelines covering approximately 4000 miles. The first system was a test system and was on a 408 mile product pipeline which carried multiple products from propane to diesel bbls, over severe terrain. This system was installed in Since then 18 more systems have been added. One of the systems is an LPG system. Valero is very happy with this system and purchased another system for there Crude system which has 5 crude pipelines. Lonnie Ayres : Cenex Pipeline-295 mile crude pipeline 360,000 bbls over extreme terrain. 18 SFLLC PIPELINE LEAK DETECTION SYSTEM 18 MAJOR FEATURES LDS is capable of determining the health of the pipeline in order to predict potential leaks due to corrosion, fatigue etc. LDS is a very sophisticated yet competitively priced system with a pay back period of twenty days.. LDS will determine the exact locations of underground leaks prior to reaching the surface. LDS will use wrap around type flow meters and will utilize existing pressure taps at the manifolds thus eliminating the need for hot-taps.
