3 Page 3 Purpose The Purpose of this Statewide contract is to establish contracts with qualified suppliers who could provide staffing services to the State of Georgia Entities (Departments, Agencies, Authorities, Boards, Commissions, Offices, Universities and Colleges) as well as Counties, Cites, Townships and other political subdivisions. The Purpose of the kickoff meeting is to empower contract users with how to best use this contract. Knowledge is POWER!

4 Page 4 Contract Overview Mandatory Contract for all State entities which includes State Colleges & Universities. Convenience Contract for Counties, Cities, Townships and other political subdivisions. Contract TermFrom Sept 24, 2008 to April 30, 2009 with 3 Additional one (1) year options to renew at the sole discretion of the State. Suppliers are: Abacus Corporation Dover Staffing Eagle Resource Group, Inc. Focus of Georgia, Inc. G4 Enterprises Happy Faces Personnel Group Inc. Shaga Consulting & Recruiting Awarded Regionally (12 Regions)

6 Page 6 eRFP Process & Evaluation Identified Representatives from several State Entities to help develop & evaluate the eRFP requirements. eRFP Key Considerations Award regionally to meet the needs in each part of the state. 23 of the most frequently used job classification identified. Minimum & Maximum rates for each job classification with supplier providing job description.

7 Page 7 eRFP Process & Evaluation Received 26 proposals & 2 were disqualified. Evaluated on a 1000 scale Cost = 400 Technical = 300 References (3) = 300 Awarded regionally based on a total combined score. Award scenario for each region was determined by a competitive range. 7 suppliers awarded contracts Issues & Lessons Learned

8 Page 8 Key Benefits Statewide savings up to 25% over previous contracts. Flexibility to negotiate rates with each supplier. Flexibility to choose supplier based on needs and personal preferences (best value to each entity) Flexibility to negotiate classifications, job descriptions/requirements & rates not explicitly identified.

9 Page 9 Using the Contract & SWC Website Tips using the contract: You may use any of the 7 suppliers on the SWC. For best value (not best price), use suppliers who received award in your region. 10 Page 10 Transition/Implementation Current Temporary Employees (not on Statewide Contract) – Current temporary employees obtained via an Open Market or an Agency Contract from a vendor not identified on the above statewide contract must transition to one of the new suppliers no later than December 31, 2008 and the Agency Contract should be terminated. If a temporary employee is unable to transition to one of the new suppliers; then, the agency must obtain a replacement. Current Temporary Employees (on contract with one of the new suppliers) – Current temps on an Agency Contract with one of the new vendors must transition to the new Statewide Contract as soon as the agency contract can be terminated. If the temporary employee is unable to transition to the new statewide contract; then, a replacement must be obtained. New Temporary Employees – A new requirement for a temporary employee(s) must be filled with one of the new statewide suppliers identified.

11 Page 11 Next Steps Email Additional questions to me by Wednesday, November 12 @ 5 PM. I will email all questions with answers by Monday, November 17 @ 5 PM. Another meeting will be set-up to beginning of next year (Feb 2009) to help prepare for the renewal in April 2009.
