Mandate
The group is responsible for the preparation of European Statistical System (ESS) candidate standards for adoption by the ESSC (via the WG on Standards and the DIME/ITDG; the exact workflow has to be established) in line with the process of standardisation and the standardisation principles as agreed by the ESSC (ESSC 2015/26/07/EN), thus contributing to the ESS modernisation.
The Group provides the technical coordination and support on the implementation of the ESS standardisation process, having the following technical tasks:
To verify the due procedure, notably the elaboration through consensus (in line with the adopted ISO definition of Standard), before adoption of standards by the ESSC;
To maintain the portfolio of ongoing standardisation activities;
To provide guidance and templates to developers of standards;
To establish and review the catalogue of adopted standards;
To promote the implementation of standards;
To facilitate the capacity building and knowledge management in the areas under its responsibility.

Select and review candidates for adoption as ESS standards
- Policy on selection of ESS standards - Regular review of portfolio of ESS standards - Issuing of recommendations to the WG on Standards on the adoption of certain standards
Set up the tools and procedure needed for the efficient functioning of the EG and of the standardisation process in the ESS
- Establish and review catalogue of standards and portfolio of ongoing standardisation activities - Develop the missing tools and procedures needed for the advancement of standardisation in the ESS.
Evaluation of the process of standardisation expected after two years of activity of the EG
- Decide on approach and schedule for the drafting of the evaluation report (interim report after one year)
Ensure appropriate communication of role and work of the EG to relevant stakeholders (e.g. VIG, UNECE HLG, selected ESS.VIP projects).
- Establish what the relationship between the EG and the related stakeholders should be - Establish and implement a communication plan
The review of the portfolio and catalogue is a continuous task.
It should occur in every meeting.

Necessity to define a workflow and decision criteria to support operations in practice
For example how prioritise candidate standards to be processed or when to consult thematic working groups
Work was done for defining a first process model describing operational activities of the EG on Standardisation and to setup some objective criteria to support decision points.

List of normative documents under consideration by the EG on standardisation
Basic information collected to allow prioritisation and evaluation, for example:
If the document is fully embedded in a legal act it need not to be re-submitted to the ESSC
If the document is already approved by the ESSC it may be published to the catalogue of ESS standards
Position in the workflow and perform necessary actions, for example:

List of attributes used to describe ESS Standards is finalised by the EG on Standardisation based on results of the ESSnet on Standardisation
