3 Ohio TIF A collaboration of 24 Ohio districts, ODE and Battelle for Kids Five year, $52.7 million grant to ODE from the U.S. Department of Education

4 Ohio TIF Goals All students graduate from high school college-and-career-ready Achieve nations highest college attendance and completion rates Eliminate the achievement gaps

5 Maysville Goals Through Ohio TIF Performance Index 100; meet AYP; above value-added; eliminate gaps 100% graduation rate 100% of graduates will have already earned a minimum of 15 college credits 85% of graduates seek post-secondary training through college, career-tech, military 75% college completion rate 5% require college remediation

6 Maysville Goals Through Ohio TIF Award program that recognizes educator best practices, celebrates successes and stimulates a culture of team and personal growth Maintain an award fund such that incentives may always be available as part of an effective strategic compensation plan Increase the amount of awards earned by and paid out to teachers/principals annually Utilize an aligned, incentivized, customizable, and rigorous professional growth plan for every teacher/principal

9 Maysville Criterion for Success Our award plan MUST: 1.Be measurable (accurately and efficiently) 2.Create teacher buy-in 3.Be clearly defined and understood 4.Be meaningful and worthwhile 5.Involve meaningful compensation 6.Include teacher voice in goals (options) 7.Include a value-added measure 8.Be sustainable

17 MLSD TIF Award Plan: Year 1 Recognizing Student Growth / Teacher Level Criterion Teachers positive effect is 2 standard deviations (T-CAP) This is an individual award. Only teachers receiving T-CAPS are eligible Potential Award $500

18 MLSD TIF Award Plan: Year 1 Fostering Leadership Criterion Service on Building Leadership Team: Team Leader Service on Mentor Leadership Team This is an individual award. Potential Award $1,050

19 MLSD TIF Award Plan: Year 1 Additional Eligibility Criterion Teachers/Principals must Opt In by September 1 Must be full-time, certificated and contracted (part-time contracts will be awarded on a pro-rated basis) Must work a full year (120 days) of data collection Most recent evaluation must be at least satisfactory Attendance must be 98% Must be in good standing at time of payment Retirees are eligible to receive award for year just served

20 Collecting, Linking and Awarding Data collected during the 2011 – 2012 school year Teacher-Student linkage in spring of 2012 BFKAward® used to report, verify, calculate awards Payouts for Year 1: late 2012 or early 2013

21 Year 2 Award Model Enhancement Our TIF Team Has: – Completed risk assessment on year 1 award plan – Gathered staff feedback – Vetted the plan against our criterion – Identified areas for improvement – Considered sustainability – Considered best next steps in five-year plan

22 Our TIF Team Will: – Begin detailed design of year 2 plan in early March – Follow the guidelines established in year 1 planning – Create a plan that is manageable & fiscally responsible – Make every effort to increase individual award potential – Create a plan that blends incentive and merit awards Year 2 Award Model Enhancement

23 Our TIF Team Will: – Create a plan that is steps closer to comprehensive strategic compensation – Create a plan that includes student growth measures for all – Seek teacher feedback throughout process – Complete the design by end of school year
