4 Emissions Government Emissions Includes all emissions for which the Village Government itself is responsible; such as electricity for Village Hall or streetlights, fuel for Police, and Wastewater Treatment plant energy consumption. Community Emissions Includes all emissions for which residents (and visitors) are responsible; transportation, residential and commercial electric and heating, and waste.
