3 Media independence requirements
Triggers should be independent of bearer (media) type Triggers shall be defined so they are transportable across all bearer types Each trigger shall be defined as unique and distinguishable regardless of bearer Some media types may have media specific, unique capabilities that need to be represented to facilitate mobility Creation of media specific triggers is discouraged xx

4 Protocol transport independence requirements
Triggers shall be independent of transport type Triggers shall be transportable by L2 or L3 framing / encapsulation. Not all bearer types support both L2 and L3 encapsulation. Triggers shall be defined independently from protocol transport fragmentation. Fragmentation/reassembly of triggers may occur. Triggers shall be defined independent of encryption Triggers shall be defined independent of integrity protection xx
