2 Bylaw 13.11 Tryout Legislation

3 Tryout – Definition Any physical activity (e.g. practice, testing, etc.) at which one or more recruits reveal, demonstrate, or display athletics abilities in any sport.

4 Tryouts We are NOT allowed to conduct tryouts on or off campus at anytime with prospective student-athletes. MBB = For purposes of tryouts, a prospect is anyone that has started classes for the 7 th grade… All other sports = For purposes of tryouts, a prospect is anyone that has started classes for the 9 th grade… …and is not enrolled at Virginia Tech.

5 Competition Against Prospects Team Sports In sports other than football, team sports CAN compete against the following teams with prospects: – Two-year college teams – Permissible foreign tour contests – Exempted contests against foreign team in the US – US National Teams

6 Competition Against Prospects Team Sports In sports other than football, team sports CANNOT compete against the following teams with prospects: – High school team – Prep school team – Outside team that includes high school prospects (e.g., nonscholastic team) except permissible foreign tours, foreign teams in the US and US National Team

7 Competition Against Prospects Football (FBS) In football, we CANNOT compete against ANY teams that includes prospects!

8 Competition Against Prospects Individual Sports Individual sports CAN compete against prospects under the following condition: VTs varsity team and an outside team that includes recruits can participate in the same open event, provided the event either involves no team scoring or the event uses team scoring such that VT and the outside team are in separate scoring categories.

9 Competition in conjunction… Basketball, Football and Volleyball may not allow a high school, prep school, or two-year college event to be held in conjunction with an intercollegiate athletics event (13.15.1.5).

10 Competition in conjunction… A VT contest can be held on the same day as a high school, prep school or two-year college contest (and not be considered in conjunction), as long as, they are: 1.in separate sessions. 2.separate tickets are sold to the events, and 3.the facility is cleared between events

11 Nonscholastic Basketball Coaching staff members or institutional staff members with basketball-specific duties are only allowed to participate in coaching activities involving a nonscholastic basketball-specific team that includes that staff members child or children AND is of the opposite gender than the staff member is associated.

12 Tryout Events VT may not host, sponsor or conduct a tryout camp, clinic, group workout, or combine devoted to agility, flexibility, speed or strength tests for recruits or an event that is devoted to the above athletic activity. *We could host National Team Tryout Events conducted by the appropriate national governing body.

13 Permissible Preseason Practice/Competition Recreational Activities – May not be organized or observed by coaches – May not be designed to test recruits athletic ability Local Sports Clubs Sports Camps and Clinics Medical Exams

14 Local Sports Clubs In sports other than basketball, a VT coach may be involved, in any way, with a local sports club, in the coaches sport, provided all participants are legal residents of the area (50-mile radius). In all sports, a VT coach may be involved, in any way, with a local sports club other than the coaches sport provided all participants are legal residents of the area (50-mile radius). A VT coach may be involved with a local sports club that does not include prospect-age kids, regardless of where such individuals reside. **For club teams that involve multiple teams or multiple sports, the 50-mile rule applies only to the team in which the coach is involved. It is not permissible for the VT coach to assign a prospect that lives outside the 50-mile radius to another coach of the club.

16 Camps and Clinics - REMINDERS 1.DONT FORGET to have all advertisements approved by compliance prior to distribution. – This includes: flyers, brochures, websites, emails, etc. – PLEASE REMEMBER: ALL camp advertisements must have a statement that EXPLICITLY states that all camps are open to any and all participants. 2.All financials are subject to review by internal audit. When requested, you should be able to gather and present in a timely manner.

17 Medical Examinations VT may have a medical examination conducted by team physicians or other designated physicians for a recruit during an official or unofficial visit to campus. NO ATHLETICS DEPARTMENT STAFF MEMBERS MAY BE PRESENT OTHER THAN AN ATHELTICS TRAINER

18 Medical Examinations VT may administer a medical exam AT ANY TIME for a recruit that has signed an NLI or been accepted for enrollment, provided the exam occurs … 1.during an official visit, 2.attendance at summer school, or 3.a visit to VT at the recruits expense. These exams may occur before or after a recruits attendance at orientation, BUT NOT DURING!!

19 Tryout Exceptions Open Events Activities not Involving VT staff or boosters Sport governing body training programs High school, prep school, 2-year college contests Officiating Voluntary Summer Conditioning Safety Exception

20 Open Events Participation by recruits in open events on campus does not count as a tryout provided: the event is not classified by age group or level of educational institution represented, and selection of participants is not limited – except by number, geographical area, or some other objective standard.

22 Governing Body Training Programs Coaches cannot ONLY participate in non- coaching duties associated with these events – US Jr. National Basketball Team Exception – Coach/PSA Competition – State Games Exception

23 High School, Prep School, 2-year College Contests Are not considered tryouts provided: – Opportunity to participate is not limited to specific PSAs or educational institutions – Event appears on the PSAs educational institutions schedules – Conducted by a national sports federation of which the NCAA is a member or it has been approved by the appropriate national/state authority

24 High School, Prep School, 2-year College Practice and Contests Facilities may be used for regular or emergency use of facilities for regularly scheduled practice and competition provided any competition is approved by the applicable governing body and VT and any boosters are not involved in the invitation/selection of participating schools or individuals.

25 Officiating Coaches can officiate competition that involves recruits provided it is regularly scheduled under the authority of an outside sports organization.

26 Summer Conditioning - FBS Recruits may engage in VOLUNTARY summer conditioning conducted by a VT strength and conditioning staff member with department- wide duties, and receive workout apparel (on an issuance and retrieval basis) provided he… has signed an NLI (if a 4-4 transfer, signed offer of admission/financial aid), OR is enrolled in the summer term prior to enrollment at VT.

27 Summer Conditioning - BB Recruits may engage in VOLUNTARY summer conditioning conducted by a VT strength and conditioning staff member with department- wide duties, and receive workout apparel (on an issuance and retrieval basis) provided he/she… has signed an NLI, OR is enrolled in the summer term prior to enrollment at VT.

28 Summer Conditioning – Sports other than FB and BB Recruits may engage in VOLUNTARY summer conditioning conducted by a VT strength and conditioning staff member with department- wide duties, and receive workout apparel (on an issuance and retrieval basis) provided he/she is enrolled in the summer term prior to initial enrollment.

29 Summer Conditioning – Safety Exception Swimming/Diving Wrestling Track & Field – Field Events – Jumping Hurdles – Jumping Element of Steeplechase

30 Summer Conditioning – Safety Exception A recruit who is enrolled in a summer term prior to initial full-time enrollment at the certifying institution may participate in voluntary individual workouts in the presence of the institution's coach and in the institution's regular practice facility when the prospective student-athlete uses equipment related to the sport. The coach may provide safety or skill instruction but may not conduct the individual's workout.

31 MANDATORY MEDICAL EXAM Prior to participation in any weight-training or conditioning workouts conducted by an VTs strength and conditioning coach, a recruit who will be a first-time participant shall be required to undergo a medical examination or evaluation administered or supervised by a physician (e.g., family physician, team physician). The examination or evaluation shall include a sickle cell solubility test (SST), unless documented results of a prior test are provided to the institution or the prospective student-athlete declines the test and signs a written release. The examination or evaluation must have been administered within six months prior to participation in any weight-training or conditioning activity.
