Modified or special activities If these four criteria are met Programs and activities operate within the most normal and appropriate setting Qualified students with disabilities are not denied opportunity to participate in programs and activities that are not separate and different Qualified students with disabilities are able to participate in one or more regular programs and activities Students with disabilities are appropriately placed in full-time special facilities.

Jeffery Kling Case IEP team is charged with the responsibility to determine the need for students with disabilities to participate in interscholastic sport. (Not the Ohio High School Athletic Association - OHSAA) Any conflict between state rules are ruled in favor of the connection with IDEA.
