Cargo Risk-Based Inspection Technique Office of Security Operations- Cargo Compliance CRBIT

TSA: Mission The Transportation Security Administration protects the Nations transportation systems to ensure freedom of movement for people and commerce CRBIT 2

Detect, deter, prevent and disrupt threats toward civil aviation that would inhibit the freedom of movement for people and commerce TSA: Objectives CRBIT 3

One of the ways were doing this is by developing and putting into practice a series of risk-based, intelligence-driven processes to further strengthen aviation security. These initiatives are enabling us to focus our resources on …the greatest risk. John S. Pistole, TSA Administrator speaking on the topic of risk-based security CRBIT 4

Cargo Risk-Based Inspection Technique (CRBIT) incorporates ISO 3100 Risk Management concepts CRBIT directly aligns with TSA Administrator John Pistoles vision of Risk-Based Security CRBIT Risk is an uncertainty that, if it occurs, will have an effect on objectives. 5

Provide a Risk-Based Security (RBS) system for Transportation Security Inspectors (TSI) in the field to be able to detect and focus on higher risk cargo that may require additional scrutiny A flexible, proactive process focusing on cargo that is waiting to be transported on an aircraft Allows the Inspectors to be both Security Providers and Regulators CRBIT: Purpose CRBIT 6

Air Cargo FacilityAircraft Cargo exhibiting indicators of risk Transportation Security Inspector CRBIT Inspector actively observes on-hand cargo for indicators of risk 1 7

Indicators of Risk in Air Cargo CRBIT A ppearance of shipment Tampering, damage or stains B ehavior of individuals associated with shipment Nervous, more curious or asking excessive questions C ontext of shipment Illogical routing/commodity from origin or to destination D ocuments associated with shipment Missing, altered or special instructions 8

Air Cargo FacilityAircraft Refuted indicators of risk Transportation Security Inspector Industry Partner CRBIT Industry Partner and Inspector collaboratively refute or resolve the indicators of risk prior to transport 1 9

CRBIT Successes CRBIT TSI discovered appearance and documentation indicators associated with shipment Lead to the discover of 54 undeclared lithium batteries (HazMat) Referred to FAA for Civil Enforcement Based on documentation indicators, TSI-Cs began to further investigate a shipment Discovered a valid Part 135 carrier was operating without a TSA approved security program and was tendering and transferring cargo throughout the supply chain 10

CRBIT Successes CRBIT TSI-C utilized CRBITs during a comprehensive inspection and explained the process to the Air Carrier employees Later utilizing what was conveyed by the TSI, Air Carrier employee called to report suspicious cargo In coordination with CBP, international cargo was opened by CBP and an Foreign Passport was found hidden within a magazine CBP seized the passport Through interview the TSI-C learned that physical search was being used to screen cargo TSI-C observed the cargo that was identified as being screened and noticed appearance indicators that the cargo had not been physically opened Led to the discovery of egregious screening vulnerabilities 11

CRBIT: Benefits Strengthens the relationship between Industry and TSA Transportation Security Inspectors work with Industry Partners to resolve indicators Prioritizes inspection efforts on cargo that is more likely presenting a threat to the transportation system Proactively focuses resources on cargo exhibiting indicators of risk prior to transporting cargo CRBIT 12

More efficient and effective use of limited resources Allows for a greater impact on securing the air transportation system Potentially reviewing security of the entire supply chain Focusing on cargo vs. focusing on an entity Security becomes Proactive versus Reactive Leads to the detection, deterrence and disruption of threats CRBIT CRBIT: Benefits 13
