5 CRBIT Risk is an uncertainty that, if it occurs, will have an effect on objectives. CRBIT Cargo Risk-Based Inspection Technique (CRBIT) incorporates ISO 3100 Risk Management concepts CRBIT directly aligns with TSA Administrator John Pistole’s vision of Risk-Based Security

6 CRBIT CRBIT: Purpose Provide a Risk-Based Security (RBS) system for Transportation Security Inspectors (TSI) in the field to be able to detect and focus on higher risk cargo that may require additional scrutiny A flexible, proactive process focusing on cargo that is waiting to be transported on an aircraft Allows the Inspectors to be both Security Providers and Regulators

10 CRBIT CRBIT Successes TSI discovered appearance and documentation indicators associated with shipment Lead to the discover of 54 undeclared lithium batteries (HazMat) Referred to FAA for Civil Enforcement Based on documentation indicators, TSI-Cs began to further investigate a shipment Discovered a valid Part 135 carrier was operating without a TSA approved security program and was tendering and transferring cargo throughout the supply chain

11 CRBIT CRBIT Successes TSI-C utilized CRBITs during a comprehensive inspection and explained the process to the Air Carrier employees Later utilizing what was conveyed by the TSI, Air Carrier employee called to report suspicious cargo In coordination with CBP, international cargo was opened by CBP and an Foreign Passport was found hidden within a magazine CBP seized the passport Through interview the TSI-C learned that physical search was being used to screen cargo TSI-C observed the cargo that was identified as being screened and noticed appearance indicators that the cargo had not been physically opened Led to the discovery of egregious screening vulnerabilities
