8. What our the water suppliers doing? Why has Southern Water introduced water meters? The South of England is one of the driest areas in the UK. It has been classified as an Area of Serious Water Stress by DEFRA (The Government Department for Environment, Food and Rural Affairs). In 2009-2010 alone, the water industry in England and Wales leaked approximately 3.28 billion litres per day.
