5 Materiel Management Definition
Materiel Management is the monitoring of on-hand stocks, ensuring quality control, cataloging, requirements determination, procurement, maintenance of stock, maintenance (including readiness, COSIS), disposal (retrograde), and distribution of materiel. This term focuses our effort and gives the Army a basis on what comprises materiel management. There was no per say definition in the Army Lexicon but we derived this definition from JP (1.02) Joint Terms Encyclopedia under Inventory Control. We have defined this term to include Care of Supplies in Storage, quality control and retrograde.

The majority of functions have migrated into the SC(T). Note that the Army Sustainment Command is included. They are the MM for those units in CONUS going through the ARFORGEN process. We also show the Installation Management Agency. Example of task migrating from DMMC to BSB are the DAO ATP functions. The BSB has an ammo WO DMMC II II FSB BSB Installation IMA

The essentials of command and control, materiel and distribution management as well as physical distribution are found inside the DMC. Its found inside the Sustainment Command (Theater) and Sustainment Command (Expeditionary). The SUS BDE has a similar type organization inside the SPO SSA Inventory Mgmt, Stock Control, and Storage Trans Movement, Cargo Handling, Documentation, Etc. Execution Synchronizes Distribution Functions Provides Situational Awareness to Decision Makers

Highlighting this slide The SC(T) is primary MM for a region. They additionally are the prime MM for CL II, III(P), IV, and IX. They have Total Asset Visibility of all stocks in the region. They are the repository of the MRF based upon guidance from Numbered Army, Corps, and Division G4&G8. They use their assigned SUS BDE to issue stocks within the Region. The SC(E) is the SC(T)’s extension in an area of operations and are focused to that extent. They manage and synchronize CL I, III(B), and V. They are in a monitor, advise, and query role for CL II, III(P), IV, and IX unless the SC(T) delegates that role to them. The SUS BDE executes those orders sent forth from the SC(T) or SC(E). They manage their internal stocks (ASL) BSB’s scope is the supporting the BCT. They manage their ASL and CL V in the ATHP. They perform those time sensitive materiel management functions such as ORIL recovery. The G4s are responsible for the establishing and coordinating priorities for their units. They also monitor the readiness for their subordinates. DIV G4 are empowered with the G3 to cross level critical materiel across BCTs as a quick solution. DMC Functions: Develops the distribution plan. Ensures effective CSS management, including FHP and Class VIII. Maximizes Readiness through effective use of Maintenance resources. Manages all facets of Transportation, including the effective use of air, land, and sea transportation assets Executes theater management of Class I, II,III(B), III(P), IV, VI, VII, water, and field service operations Performs as the expediter and problem solver on all issues involving the commodities it manages. Above is DRAFT PREDECISIONAL There is a shortfall in military materiel managers in the SC(T)’s DMC CASCOM is still continuing to develop COAs to mitigate the shortfalls Above shows an analysis on SARSS related materiel managers conducted by a panel of Warrant Officers. The panel calculated man-hours required to perform SARSS specfic functions by echelon. The panel then took the current SC(T), SC(E), and SUS BDE TOEs and matched what functions each 92A or 920B would conduct. From that, they calculated the amount of available manhours. Each Soldier’s workweek was 70 hrs/week; 10 hrs. day/7 days week. Other columns reflect different assumptions. The above analysis only deals with those 92As and 920Bs that are currently assigned in a SARSS related position and does not account for 92As that are in non-materiel management slots (e.g. Plans Operations NCO, Training NCO, etc.) CASCOM is still in the COA develop and will brief MG Stevenson on how to mitigate these shortfalls. As we migrated from COSCOM and CMMC to TSC and DCP, although the numbers are relatively similar, the materiel management authorizations are not. The total authorization for item managers at the TSC and DCP are significantly less than at the previous CMMC. The management functions, previously performed by 392 Warrant Officers and soldiers at the FORSCOM CMMC/DMMC is now to be performed by 74 WO/EM at the 2 TSC and 2 DCP located in CONUS. We realize that there has been some needed personnel shifting. The Sustainment Brigades and the Brigade Support Battalion are more robust than ever, however we are concerned that, although the requirement for materiel/item management remains valid, the personnel assets to perform it are not adequately allocated. We are concerned with the reduced allocations and have voiced this concern to the TRADOC and CASCOM agencies. We feel strongly that these should be reviewed, specially when no additional enablers have been provided. CASCOM has agreed to review these allocations and we stand firm to assist in the process. But we are certain this will not be an easy task. In addition to this, we need to address the item management requirements for those units at installations where no Sustainment Brigade is assigned to ensure adequate support and that as support elements deploy as part of force pool, there is a structure identified and agreed upon to provide that service. New Doctrine: “Limited MM below the TSC” **The 2 CONUS DCP’s are assigned to the 1st TSC

How do we track supplies when the Spt Bde deploys ahead of the combat formation? All units will be assigned and serviced by a TSC. Tracking MM is the responsibility of respective TSC and will be managed by the TSC’s DMC.  During deployments, the existing TSC relationship may shift to a different regionally aligned TSC or DCP. When needed, the TSC can send a Materiel Expediter Team to add face to face contact with the deploying commands. For non-deploying units, tasks performed by the Sustainment Brigade prior to deployment would normally be assumed by the supporting TSC, or may be transferred to the local IMA (Emerging Concept) 2. How is overall materiel management done within the UEx, up and down the Chain? The TSC is the materiel manager. Its automation systems are the primary tools for executing and tracking MM.  The Sus Bde's primary function is the immediate management of its stocks and distribution of material. Additionally it will support readiness tasks for aligned forces.  3. How do leaders have the visibility over MM to make priority and financial decisions? The UEx G4 while not designed to perform materiel management tasks, does have the staff and equipment to allow visibility of stocks in theater and in transit. This capability supports prioritization, planning and decision making processes within the UEx. Commanders must maintain a regular relationship with the TSC. STAMIS systems reports, NIPR, SIPR, and VTC should be daily forms of reach between the TSC and UEx & UEy Commanders to facilitate plans, policy and oversight requirement. It is essential that the TSCs convert to modular designs and fully assume the material management functions prior to deactivating any MMCs at both the Corps and Theater levels. IMA

How do we track supplies when the Spt Bde deploys ahead of the combat formation? All units will be assigned and serviced by a TSC. Tracking MM is the responsibility of respective TSC and will be managed by the TSC’s DMC.  During deployments, the existing TSC relationship may shift to a different regionally aligned TSC or DCP. When needed, the TSC can send a Materiel Expediter Team to add face to face contact with the deploying commands. For non-deploying units, tasks performed by the Sustainment Brigade prior to deployment would normally be assumed by the supporting TSC, or may be transferred to the local IMA (Emerging Concept) 2. How is overall materiel management done within the UEx, up and down the Chain? The TSC is the materiel manager. Its automation systems are the primary tools for executing and tracking MM.  The Sus Bde's primary function is the immediate management of its stocks and distribution of material. Additionally it will support readiness tasks for aligned forces.  3. How do leaders have the visibility over MM to make priority and financial decisions? The UEx G4 while not designed to perform materiel management tasks, does have the staff and equipment to allow visibility of stocks in theater and in transit. This capability supports prioritization, planning and decision making processes within the UEx. Commanders must maintain a regular relationship with the TSC. STAMIS systems reports, NIPR, SIPR, and VTC should be daily forms of reach between the TSC and UEx & UEy Commanders to facilitate plans, policy and oversight requirement. It is essential that the TSCs convert to modular designs and fully assume the material management functions prior to deactivating any MMCs at both the Corps and Theater levels.
