Affordability – The APW Community simply could not afford our old configuration. Capacity – The APW Community did not have the capacity to afford our old configuration. Sustainability – Our old configuration was not sustainable by the APW Community Viability – Our old configuration was quickly losing its viability (insolvable/loss of identity) From crisis – opportunity is born…  Capacity  Sustainability  Viability  Opportunity

This proved to be our salvation because we were able to ReVote the Scope and reshape APW into a single campus District. Our internal consolidation will allow us to maintain our identity for years to come.

We can focus on the early developmental needs of our youngest children. We can concentrate on the developmental and transitional needs of our intermediate children. By providing transportation for the very first time we have actually reached and exceeded our UPK program capacity of 36. We have a waiting list for the very first time. Hopefully this demonstrates a need for an additional UPK section in the future. For the first time ever we can devote instructional leadership and an entire staff to the demanding learning needs of Primary children. Until now, we have been a fractionalized 3 school, multi-level educational system. We now have the opportunity to create programming and focus data-driven leadership on the Primary learner. There are currently 3 Kindergarten Teachers at Altmar as well as Parish. You constantly hear about the young ones and you always hear about those Middle School kids – it seems the intermediate learner rarely gets the center of attention. With this configuration that is over. And we keep (3-6) the first 4 NYS Assessment grades intact. For the first time ever, we will have all 3-6 students in the same location which will allow concentrated focus on academic growth and development during the first 4 years of high stakes testing. One site will facilitate instructional planning and collaboration. There are currently 3 3rd Grade Teachers at Altmar as well as Parish. However, with consolidation also comes opportunity. The Board is willing to be open-minded to innovative programming that we have never been able to provide our children before. This provides the opportunity for real systemic change and continued improvement. Mr. Heffron can provide focus on the 7th and 8th grade learners as they are immersed in a more mature social environment. In addition, as instructional Chair of the Math Department, his strength and background in the subject area can bring increased direction and improvement. The crucial Freshman year will no longer be a mixture of confused transition to the High School. Mr. Coppola can focus his attention on a true 4 year pathway to commencement. Altmar Parish Williamstown Central School District: Tomorrow and Beyond gdh 2012 APW Transportation Department Starting in September 2012, the APW Transportation Department will, for the first time in District history, have elementary and secondary bus runs that will substantially mirror each other. In theory, one driver could transport a child throughout their school years. This could create a bond between driver and student that would improve behavior, discipline, safety, and many other issues. Also beginning in September 2012, all buses will be parked at the transportation center. The advantages of central parking far out-weigh the slight cost savings of “park outs”. Drivers can be monitored daily as can their mandatory pre and post checks. Service can be provided more routinely and efficiently. Much of the confusion regarding substitutes and coverage will be eliminated, and much more. Even though we will be covering the same 180 square miles, Mr. Brown will use our new geographical configuration to enhance our pupil transportation system and make it even more efficient.

Altmar Parish Williamstown Central School District: Tomorrow and Beyond gdh 2012 APW Transportation Department Universal Pre Kindergarten Transportation Another First at APW in 2012 ● AM UPK students will be transported to school on the regular elementary school morning run and transported home on a new midday run. ● PM UPK students will be transported to school on a new midday run and transported home on the regular elementary school afternoon run. ● 7 passenger SUVs with NYS DOT approved car seats will be used to transport 3 year old UPK students until they “age out” of car seats, or until December 1st. Plans are under way to have all 3 year old students in the same session. ● AM UPK Session is 9:00am – 11:30am (2.5 hours) At 11:30am there will be 4 Buses to take the AM UPK students home. ● PM UPK Session is 1:00pm – 3:30pm (2.5 hours) At 12:00pm there will be 4 Buses that will start to pickup the PM UPK students. ● Buses transporting UPK students will have at least one assigned Attendant.

Altmar Parish Williamstown Central School District: Tomorrow and Beyond gdh 2012 APW Maintenance, Buildings & Grounds The same tasks, duties, and responsibilities will still face our maintenance and B & G crew, but as of September 2012 they will no longer have to replicate their efforts in 4 or 5 different locations. Although the actual square footage isn’t reduced as much as you would think, the efficiency savings created by our consolidation alone will be significant in everything from heating fuel, man hours of labor, and light bulbs. The key to success for the future of this department is something Mr. Poore and his team have consistently proven to be effective doing, preventative maintenance and spotless cleaning. This department has already started by being on the ground floor of installation and maintenance knowledge of all new critical systems provided by our Capital Project. They have been working closely with contractors and engineers throughout the Project to gain valuable legacy knowledge.
