2 MAIN DIFFERENCES FOR IMPLEMENTATION SUSTAINABLE URBAN TRANSPORT SYSTEM IN RUSSIA AND EUROPEAN COUNTRIES Investment would be concentrated on promoting and enhancing sustainable transport modes such as cycling, walking and public transport with no investment in new road construction. In Russia the basis of any plan of development of transport system of city is development of road network, construction and reconstruction of roads. 4 SOME FEATURES TRANSPORT SYSTEM ROSTOV-ON-DON Contradiction between topology of road network and location of Central Business District Lack of rapid kinds of public transport (metro, LRT, BRT). Therefore is very high loading for surface public transport. It is necessary integration of existing Traffic Management System and Management of Public Transport System and development of ITS.

6 PUBLIC TRANSPORT SYSTEM ROSTOV-ON-DON Management system Intermediate management system of public transport with market-oriented methods. Private operators has the essential share of transportation Regulation of entry on the market of transportation Competition and competitive conditions of entry on the market to the operators of any form of ownership. Fare system All kinds of passengers with reduced-fare tickets have the equal right of travel by buses of any pattern of ownership (since 1998) Since 2000 in Rostov-on-Don functions the Public Transport Management System. The system regulates movement of 1490 vehicles. Control system

10 IMPROVING ACCESS FOR VULNERABLE PEOPLE Transportation of people with Illness of locomotors system Transportation of people with Illness of locomotors system is carry out according to order of Society of invalids to the dispatching center. The dispatching center transfer this application to service in transport agency which gives vehicles according to data, address and route. The dispatching center also does the control about quality of execution of the order. Annual volume of transportation is about 1200 passengers. Points of trip is Hospitals, Sport Centers, movie Theaters, Universities, recreational area.
