Delawares Listening Conference February 27, 2014
HOUSE OF REPRESENTATIVES (147th GENERAL ASSEMBLY) HOUSE RESOLUTION NO. 20 (2013) CREATING A TASK FORCE TO STUDY AND MAKE RECOMMENDATIONS REGARDING THE DELAWARE SCHOOL FOR THE DEAF AND STATEWIDE PROGRAMS FOR THE DEAF, HARD OF HEARING AND DEAF- BLIND.
(a) Study and make recommendations regarding the current condition of educational services available to persons who are deaf, hard of hearing and deaf-blind up to the age of twenty-one throughout the State of Delaware; (b) Study and make recommendations regarding DSD- Statewide being administratively located within a local education agency;
(a) Two members of the public, who are parents of a child who is deaf, hard of hearing or deaf-blind to be appointed by the Speaker of the House of Representatives; and (b) A representative of the Delaware Association of the Deaf to be appointed by the Speaker of the House of Representatives; and (c) The Secretary of the Department of Education or a designee to be appointed by the Secretary of the Department of Education; and (d) A representative from the Delaware School for the Deaf to be appointed by the Speaker of the House of Representatives; and (e) A representative from the Statewide Programs for the Deaf, Hard of Hearing and Deaf-Blind to be appointed by the Speaker of the House of Representatives;
(f) A person who is deaf-blind to be appointed by the Speaker of the House of Representatives; and (g) Two special education directors of school districts to be appointed by the Speaker of the House of Representatives; and (h) A representative from AI Dupont/Nemours to be appointed by the Speaker of the House of Representatives; and (i) A representative from Hands and Voices to be appointed by the Speaker of the House of Representatives; and (j) A representative from EHDI to be appointed by the Speaker of the House of Representatives;

Hearing loss remains the most common birth defect among infants in the United States. Prevalence occurs at 2-3 infants/1000 births. Prevalence increases to approximately 6/1000 children by kindergarten due to delayed onset of hearing loss, including illnesses and injuries. In 1999, a push for universal hearing screening of all children born in Delaware began. Currently, Delaware routinely screens over 98% of infants born in the state. These statistics are commensurate with national statistics. Early identification and early intervention services coupled with advanced medical care and state of the art amplification systems has changed the outcomes for many children with hearing loss. The intent of this task force is to review the changing landscape of deaf education and make recommendations that would advance the opportunities and options available to children with hearing loss and their families.
Families and students are full educational team members. Cultural competence and acceptance by all team members. All students can learn given high expectations, opportunity and support Family is the cornerstone for educational planning and student success
Educational plans are language and communication driven Collaborative teamwork skills essential to providing quality education LEA is primarily responsible for student education Local capacity should be strengthened Technical assistance promotes best instructional practices Needs to be equitable across the state
Oversight of State School for the Deaf varies Most common LEA services are audiology services and interpreters Intensity and frequency of training specific to D/HH varies tremendously from state to state for teachers and providers within the LEA Only 50% of responding states have training specific to Cochlear Implants
Majority use Newborn screening information for referral Few programs have additional screenings for hearing Highest demand for services is family training and support Audiology services ASL instruction and interpreters LSL instruction Training specific to D/HH varies greatly by state 80% of states list as a high need Only 1/3 of responding programs have training specific to Cochlear Implants
More families choosing oral approach Greater need for LSL specialists Greater demand for SLPs with experience in D/HH Decreasing number of Schools for the Deaf Increased need for consultative services Increased need for accommodations within the typical classroom
Rural/Remote communities….providing adequate services to areas with small populations Need to update provider/teacher training programs Resources/Funding Communication/Collaboration DOE/DPH LEA/LEA Medical community/EI and education communities Poverty/unemployment/inconsistent parent follow-thru
Improve IEP process Monitor/enforce all districts to have same standards of service provision for D/HH Recruit qualified interpreters and SLPs/reduce turnover Offer equitable services in Kent/Sussex counties Create a resource directory/guide for each county Provide opportunities for parents to exchange information
Clarify regulations for eligibility/enrollment in various government supported programs Mandate that health insurance pays for hearing aids Provide more training to pediatricians on hearing loss, including sensitivity to parents Provide affordable options for day care, summer programs, after school programs and sports activities Teach more day care providers to sign and how to accommodate a child with hearing loss
Reviewed 4 state models of service delivery States with Schools for the Deaf having a predominant role in oversight Arizona and Utah State with Department of Education having a predominant role in oversight Pennsylvania State with a shared oversight model Colorado Each model has its own strengths
