Question The framers of the United States Constitution created a legislative system that is bicameral. However, it is not just bicameral; the framers also established two houses of distinctly different character and authority. A) Discuss two reasons why the framers created a bicameral legislature. B) Identify one power unique to the House of Representatives and explain why the framers gave the house that power. C) Identify one power unique to the senate and explain why the framers gave the senate that power.
A) Discuss two reasons why the framers created a bicameral legislature. Bicameral legislature – a lawmaking body made up of two chambers or parts. The framers chose bicameral legislature idea of checks and balances and equal representation for each state One government installation (elected by the people) = a fear of majority rule With two chambers the frames were able to prevent a majority rule and keep the a balance between larger and smaller states The House of Representatives where to be elected directly by the people and the senate consisted of two members from each state to be chosen by the legislatures of each state. page 279 The Evolution of Congress
B) Identify one power unique to the House of Representatives and explain why the framers gave the house that power. The House has the power of all bills dealing with money (taxes or spend money) and then they are approved by the Senate The framers knew money = power wanted that power in the hands of the Representatives of the House They are elected according to population and are elected every two years The House is the part of government over which we the people have the most control. Note: A Senator can get around this by having a member in the House introduce his legislation, but it must be introduced by a Representative
C) Identify one power unique to the senate and explain why the framers gave the senate that power. The Senate have sole power to try all impeachments House serves as a grand jury (indicate an officer) the Senate conducts the trial. The framers split the duties because The Senate members serve longer terms and wont act upon the random wishes of the people They are less likely to convict office holders and remove them from office based on passions and witch-hunts The idea is that Senators have more reason in these situations because they dont have to worry as much about a backlash from the people
