2. EU Benchmark on learning mobility in higher education
By 2020, an EU average of at least 20 % of higher education graduates, should have had a period of higher education related study (including work placements) abroad, representing a minimum of 15 ECTS credits or lasting a minimum of 3 months

From 2016 (year 2015) using as definition "country where the upper secondary diploma was awarded" 3
