Consumer Auto Database Overview Drivers Privacy Protection Act (DPPA)- 1994 required states to provide notice and opt-out procedures before a state could make its drivers license and motor vehicle license lists available to direct marketers, among others –Permissible use: For bulk distribution for surveys, marketing or solicitations if the State has obtained the express consent of the person to whom such personal information pertains. The Shelby Act – 2000 The "Shelby amendment", changed the DPPA to require that states obtain a driver's express consent before releasing any personal information, regardless of whether the request is made for a particular individual's information or in bulk for marketing purposes.
